The Metro Railways (Carriage and Ticket) Rules, 2014

G.S.R. 899(E). - In exercise of the powers conferred by section 32 of the Metro Railways (Operation and Maintenance) Act, 2002 (60 of 2002), the Central Government hereby makes the following rules, namely: - 1. Short title and commencement. - (1) These rules may be called the Metro Railways (Carriage and Ticket) Rules, 2014. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Definitions. - (1) In these rules, unless the context otherwise requires,-(a) "Act" means the Metro Railways (Operation and Maintenance) Act, 2002 (60 of 2002);
(b) "Authorised" means authorised by the metro railway administration;
(c) "Passenger" means a person travelling on the metro railway with a valid ticket or pass.
(2) All other words and expressions used in these rules and not defined, but defined in the Act or the Metro Railways General Rules, 2013 shall have the same meanings as respectively assigned to them in that Act or rules. [3. Carriage of goods or luggage. - (1) No person shall, while travelling in metro railway, carry with him any goods other than one baggage containing personal belongings not exceeding 80 centimetres x 50 centimetres x 30 centimetres in size and 25 kilograms in gross weight, except with prior approval of the metro railway administration. Baggage in form of bundles is not permitted. (2) In case of a dedicated metro line for airport connection, no person shall, while travelling in metro railway, carry with him any goods other than two baggages containing personal belongings not exceeding 90 centimetres x 75 centimetres x 45 centimetres in size and 32 kilograms in gross weight, except with prior approval of the metro railway administration. Baggage in form of bundles is not permitted]. 4. Prohibition against carriage of dangerous and offensive material. - (1) No person shall take or cause to be taken on the metro railway any of the following dangerous materials, namely:-(a) explosive substances which possess risk of explosion or fire or both;
(b) gases compressed, liquefied or dissolved under pressure;
(c) petroleum and other inflammable liquids;
(d) inflammable solids;
(e) oxidizing substances;
(f) poisonous (toxic) substances;
(g) acids and other corrosives;
(h) radioactive substances;
(i) weapons, arms and ammunitions.
(j) any Chemical, Biological, Radiological, Nuclear and Enhanced Conventional Weapons which possess risk to passengers or property.
(2) No person shall take or cause to be taken on the metro railway any of the following offensive materials, namely:-(a) blood dried or coagulated or decomposed, whether human or animal ;
(b) corpses;
(c) carcasses of dead animals or of dead birds;
(d) bones excluding bleached and cleaned bones;
(e) human skeleton;
(f) parts of human body;
(g) portable radio devices which possess risk to radio communication network and communication based traffic control signalling network ;
(3) No person shall take or cause to be taken on the metro railway live animals or birds: Provided that a security person on duty may take along sniffer dog for the purpose of security. 5. Persons who may carry weapons, arms, etc. - Notwithstanding anything contained in these rules, the members of the Armed Forces of the Union, the State Police, the Para-Military Forces, armed guards of private security agencies engaged by the metro railway administration, the National Cadet Corps, and other uniformed forces of the Central Government, State Governments or the Union Territory may, while travelling on the metro railway in the course of their duty, carry their authorised weapons, arms and ammunition, subject to the proof of identification being furnished to the metro railway administration. 6. Diseases declared to be infectious and contagious. - No person who is mentally disturbed or is suffering from any infectious or contagious disease including the following, shall travel in the metro railway, namely:-(a) cerebro-spinal meningitis;
(b) chicken-pox;
(c) cholera ;
(d) diphtheria;
(e) measles;
(f) mumps;
(g) scarlet fever;
(h) typhus fever;
(i) typhoid fever;
(j) whooping cough;
(k) tuberculosis.
