The U.P. Power Threshers (Quality Control) Order, 1983

(a) "Power Threshers" means a machine operated by prime mover to do one or more of the processes of detaching the grains from the earheads, separating the grains from Bhusa and making the bhusa and of cleaning the grains, whether with or without elevating system for direct bagging;
(b) "Schedule" means the schedule to this Order;
(c) "Specified Standards" in relation to a power thresher means the standards established and published by the Indian Standards Institution, as specified in the Schedule.3. Prohibition against manufacture and sale of certain power threshers. - No person shall himself or through any person acting on his behalf, manufacture, store for sale, sell or distribute any power thresher which is not of specified standards. 4. Prohibition against purchase or use of certain power threshers. - No person shall himself or through any person acting on his behalf purchases, possess course any power thresher which is not of the specified standards: Provided that where a power thresher, not conforming to be specified standards, was purchased by or was otherwise in possession of any person before the commencement of this Order, such person shall not, himself or through any person acting on his behalf, use the power thresher unless it is fitted with safety devices laid down in specified standards. 5. Imposition of duties and conferring of powers on officers, etc. - thee Assistant Agriculture Engineers shall, in their respective jurisdiction,, or in such area as may be specified by the Director of Agriculture from time to time, have authority to ensure due implementation of this Order and shall, for the purpose have all incidental or supplemental powers, including the powers to enter and search a premises used for manufacture, storage for sale, sale or distribution and to direct production of account books, stocks registers or any other relevant record. 6. Penalties. - If any person contravenes, whether knowingly or intentionally or otherwise the provisions of paras 3 or 4 of this Order, he shall be liable to punishment under Section 8 of the Essential Commodities Act, 1955.
