21. Increase and decrease of any of the rates is vested in the Director of Forests to a limit of 25 per cent of decrease and 25 per cent increase according to distance and difficulties of extraction. 22. All other minor forest produce not listed above will be charged royalty at 12 per cent ad volorem of decrease and 25 per cent increase according to distance and difficulties of extraction. 23. Ad valorem rates for all item mentioned in item 22 above will be issued on the 1st April each year from the office of the Director of Forests, North East Frontier Agency.
