(i) 'Puraskar Yojna' means the 'Second Official Language Urdu Sahitya Sewi Samman Puraskar' and 'Namit Puraskar Yojna;
(ii) 'Shikhar Samman Puraskar' - means the Highest Award;
(iii) 'Namit Puraskar' means the award based on books;
(iv) 'Procedure' means the procedure determined for giving awards;
(v) 'Committee' means the Puraskar Selection Committee constituted by the Government.
(vi) 'Member' means the member of the Puraskar Selection Committee constituted by the Government.
(vii) 'Activities of Committee' means the determined activities of Puraskar Selection Committee.
(viii) 'Departmental Responsibility' means the determined responsibility of Urdu Directorate, Cabinet Secretariat Department for giving awards.
(ix) 'Directorate' means the Urdu Directorate.3. Qualifications of Urdu Puraskar, Amount to be paid and Procedures. - (1) Shikhar Samman - Puraskar
(a) Maulana Mazharul Haq Shikhar Samman. - It shall be the highest honour- award of Urdu literature and shall be given to such a person who has contributed very prominently in the field of creative writing in Urdu & Journalism and its publicity at All India level.
A bank draft of Rs. 3,00,000/- (Three lakh), citation on Tamra Patra and Angvastra shall be presented under it.
(b) Hazrat Sharfuddin Yahiya Maneri Samman. - It shall be the second highest honour award of Urdu literature and shall be given to such a person who has contributed very prominently in the field of creative writing in Urdu & Journalism and their publicity at All India level.
A bank draft of Rs. 2,50,000/- (Two lakh Fifty Thousand), citation on Tamra Patra and Angvastra shall be presented under it.
(c) Abdul Qaiyum Ansari Samman. - It shall be the third highest honour award of Urdu literature and shall be given to such person who has contributed very prominently in the field of creative writing in Urdu & Journalism and their publicity at All India level. A bank draft of Rs. 2,00,000/-(Two Lakh), citation on Tamra Patra and Angvastra shall be presented under it.
At the time of selection of all above Samman Puraskars not only any single specific work of litterateurs/journalists/writers/urdu linguists but also their all round personality and contribution shall be taken into account.(2) Namit Puraskar (Awards)
(i) Shad Azeemabadi Puraskar.-This award shall be given on Urdu Poetry books (Shayri).
(ii) Syed Hasan Askari Puraskar.-This award shall be given on the books relating the history of Urdu language.
(iii) Qazi Abdul wadood Puraskar.-This award shall be given on the books relating Urdu research.
(iv) Kalimuddin Ahmad Puraskar.-This award shall be given on the books relating Urdu criticism and review (aalochana and sameeksha).
(v) Suhail Azeemabadi Puraskar.-This award shall be given on the books written on different aspects of Urdu journalism.
(vi) Zaki Anwar Puraskar.-This award shall be given on the books of Urdu literature (Story/Novel).
(vii) Ahmad Jamal Pasha Puraskar.-This award shall be given on the books relating humour.
(viii) Kalim Ajiz Puraskar.-This award shall be given on Urdu Poetry Books (Shayri).A bank draft of Rs. 50,000/- (Fifty thousand) complimentary letter and Body apparel shall be presented under each puraskar mentioned above. All namit puraskars mentioned above shall be given on the books based only on original and creative creation published in the last five years. A writer shall be awarded in one category (vidha) only and he may be included again in this yojna after five years. 4. Procedures of presenting highest and namit puraskars. - (1) For the highest Urdu Puraskar, clear notice shall be made to be published in the prominent newspapers along-with electronic media of state and outside state in every financial year for the purpose of selection of highest Honours and Awards by the Department (Urdu Directorate) and recommendations from literary institutions, famous Urdu Academies etc. besides prominent Urdu litterateurs, scholars; Urdu writers shall be invited, however the recommendations received shall not be binding. (2) The method of submitting recommendations (namely, personally/by post/ courier/mail etc.), place of submission, address and last date of submission shall be clearly mentioned in the advertisement/invitation letter of the Department (Urdu Directorate). (3) The selection committee shall submit its recommendation before the Government after taking appropriate decision on the basis of their knowledge and discretion in case of not receiving recommendations for any or all awards in stipulated time limit. (4) Five copies of a book shall be invited from the Urdu writers under Namit Puraskar and three examiners nominated by the Government shall be provided a book of each category (vidha) from the books received under each category for evaluation. A copy shall be made available to the Director (Urdu) for perusal to ensure that there are no such things which are against the government or nation or objectionable in view of other reasons. A copy shall be kept in the office. The highest marks for evaluation shall be 100. It shall be clearly mentioned in the request letter to make the sealed mark sheet available to Urdu Directorate positively within two months from the receiving of books. The details of the marks received by the Urdu Directorate shall be compiled and presented before the committee for decision. (5) Any person may be awarded again after a gap of five years under Namit Puraskar Yojna. (6) It shall be clearly mentioned to this intent that it shall be written by the writer on every book submitted for Namit Puraskar that 'this book is his original creation and he is submitting it under Namit Puraskar Yojna'. 5. Constitution of Committee, tenure, quorum, activities and permissible facilities. - (1) Constitution of committee -
(a) For getting recommendations on the highest and namit awards mentioned above, the government shall constitute a high level committee in every financial year as follows -
Chairman of the Committee. - The awarded person, renowned scholar/litterateur of Urdu at all India level shall be the Chairman of the Committee.
(i) Member. - Chairman, Urdu Advisory Committee/any Urdu Litterateur/ Scholar or prominent literary personality of All India level of Bihar;
(ii) Member. - Principal Secretary/Secretary of the department (ex officio);
(iii) Member. - Any Urdu litterateur/scholar, journalist or prominent literary personality of All India level of Bihar;
(iv) Member. - Any Urdu litterateur/scholar, journalists or prominent literary personality of All India level from outside Bihar state;
(v) Member. - Any Urdu litterateur/scholar, journalists or prominent literary personality of All India level from outside Bihar state;
(vi) Member-Secretary. - Director (Urdu), Urdu Directorate. (ex officio)
(b) Three Urdu litterateurs/scholars, journalist or prominent literary personality of All India level shall be nominated by the government for the selection of Namit Puraskar in which two examiners shall be from the State of Bihar and one from outside the state.(2) Tenure of Committee. - The tenure of both the committees mentioned above shall be for one financial year, however the Government shall be competent to change this period. (3) Quorum of Committee. - The quorum of the committee shall be present with the presence of one third members of the total members including the Chairman. The nominated members of the Namit Puraskar shall evaluate the books received on the basis of 100 Full marks. Therefore there is no need of quorum. However if two and more than two writers obtain same marks, the committee shall recommend any one of the writers through the lot of draw. (4) Activities of Committee. - (a) The committee shall convene its meeting and in view of recommendations/ marks, make its recommendation available to the Government through the department for final decision.
(b) The committee may convene maximum of three meetings for providing recommendation.
(c) The date of meeting of the committee, time and place shall be determined by the Government in view of the recommendation of the chairman.
(d) The Department (Urdu Directorate) and the Committee shall keep their recommendations fully confidential before the formal announcement of awards.
(e) If two or more than two writers obtain same marks, the committee shall recommend anyone of the writers through the lot of draw.
(f) If the marks is not received from any one of the examiner, the committee shall submit its recommendations on the basis of the average of the marks received from other examiner.(5) Permissible facilities. - Facilities of secretary to the Government level shall be permissible to a non government Chairman and members for tour and they shall be given Rs. 2,500/-(Two thousand five hundred) as honorarium for participating in every meeting. Free of cost arrangement of food and lodging for them in Patna shall be made by the Department (Urdu Directorate). (6) Liabilities of the Department and expenditure. - (1) Liabilities:-
(a) After receiving the recommendations/marks for the selection of highest and Namit Awards, the Department shall list them and present the recommendations /marks in the meeting of the Selection Committee.
(b) No person may be awarded twice under Shikhar and Highest Samman - Puraskar Yojna. The Department (Urdu Directorate) shall duly maintain two separate registers in which the full details of the recipient of Highest and Namit Award shall be mentioned;
(c) The action of distributing Highest Honour - Award/Namit Award shall be taken by the Department (Urdu Directorate);
(d) The Department (Urdu Directorate) shall provide permissible and due facilities to a non government Chairman and members of the Award Selection Committee;
(e) In case of obtaining equal marks under the Namit Puraskar Yojna, the Department (Urdu Directorate) shall extend required help to the Puraskar Selection Committee;
(f) The department (Urdu Directorate) shall ensure that departmental officers/ employees can not take part as participants or examiners in Namit Puraskar Yojna.
(g) Arrangement of free of cost food and lodging to those writers who are awarded honoured for participating in award distribution ceremony shall be made by the Department (Urdu Directorate);
(2) Expenditure. - In current financial year, the expenditure on award distribution ceremony shall be met from office expenditure item and from next Financial year, a separate provision shall be made in the aforesaid Head.7. Prominent Urdu litterateur and journalist from Bihar State and outside may be brought under the periphery of consideration in accordance with the qualifications as prescribed in the Puraskar Yojna mentioned above. 8. The number of awards and the amount fixed may be changed by the Government, from time to time, on the basis of needs and availability of fund. 9. Repeal and Saving. - (1) The Second Official Language Urdu Puraskar Rules, 1994-95 is hereby repealed. (2) Notwithstanding such repeal, any work done or any action taken under the aforesaid rules shall be deemed to have been done or taken under these rules as if these rules were enforced on that day when such work was done or such action was taken.
