Bihar Centenary Journalism Award Rules, 2012

(a) 'State' means – 'State of Bihar'
(b) 'Government' means -'Government of Bihar'
(c) "Principal Secretary/Secretary" means 'Principal Secretary/ Secretary, Department of Information and Public-Relations, Government of Bihar.
(d) "Journalist" means the journalist as defined in Working Journalists Act 1955 (as amended from time to time), whose principal avocation livelihood is journalism, which includes journalists, editorial staff, photographers etc of a News paper / Magazine/Agency/Electronic media (TV, Radio & Web based services).
(e) 'Selection committee' means the selection committee to be constituted under these Rules.
(f) "News paper/Magazine" means such regular publications which consist of public news or comments and is registered by the Registrar of News papers of the Government of India in accordance with Press and Book Act 1867.
(g) 'News media' means publication and telecasting/ broadcasting etc of news/comments, which includes News paper/wire service/ non-wire service/News agency/Electronic media agency/Internet media.
(h) 'Electronic media' means - Doordarshan, Akashwani, other TV and Radio channels and internet media based services.
3. Types of Awards. - Types of awards and amounts payable for the Journalists under this award scheme are as follows:-(a) Shiv Pujan Sahai Award - Recognizing their important achievements, this award will be conferred to any one of journalists of print media, whose published articles/write ups/editorials/analysis etc are related to the social, economic, educational development of the state and upliftment of women, minorities and deprived classes of Bihar. A sum of One lakh along with an Angvastram and a citation will be granted under this award.
(b) Ram Vriksha Benipuri Award - Recognizing their important achievements this award will be conferred to one of those journalists associated with electronic media whose news/analysis, telecast or broadcast on electronic media is related to the social, economic, educational development of the state and upliftment of women, minorities and deprived classes of Bihar. A sum of one lakh alongwith an Angvastram and a citation will be granted under this award.
(c) Gulam Sarwar Award- Recognizing their important achievements, this award will be conferred to one of those electronic or print media journalists whose news/articles/analysis in Urdu are related to the social, economic, educational development of the state and upliftment of women, minorities and deprived classes of Bihar. A sum of one lakh, along with an Angvastram and a citation will be granted under this award.
(d) Bharati Award- Recognizing their important achievements, this Award will be conferred to one of those electronic or print media, women journalists whose news/articles/analysis are related to the social, economic, educational development of the state and upliftment of women, minorities and deprived classes of Bihar. A sum of one lakh alongwith Angwastram and a citation will be granted under this Award.
(e) Lifetime Achievement Journalism Award- Recognizing their important achievements, this Award will be conferred to one of those electronic or print media journalists who reside in Bihar and have put in a minimum period of 30 years in the field of journalism and have made outstanding contribution in reporting on economic social, cultural and other developmental matters. A sum of two lakhs along with an Angwastram and a citation will be granted under this Award.
(f) Photo journalism Award- Recognizing their important achievements, this award will be conferred to one of those photographers/videographers whose published/telecast photographs are related to the social, economic, educational development of the state and upliflment of women, minorities and deprived classes of Bihar. A sum of one lakh alongwith an Angwastram and a citation will be granted under this Award.
4. Eligibility. - (a) Except for Rule 3 (e) The person should be residing in the State of Bihar and active in the field of journalism for at least ten years and should have rendered distinguished services in the field of economic, social, cultural development of the State through creative journalism;(b) The 'award' may also be granted posthumously and in such instance be received by the heir of the Awardees;
(c) There is no age ceiling for these awards. The applicant for these awards should not be charge sheeted or convicted, nor should be named in any case of violation of code of ethics of journalism by the Press Council of India.
5. Constitution of the Selection Committee and its tenure. - The Selection Committee shall comprise nine members (including the chairperson) and would be nominated by the State Government. The Principal Secretary/Secretary of Information & Public Relations Department shall be its chairperson and Director. Information and Public-relation shall be the Member Secretary of the Committee. Out of the rest of the members, there must be representatives who have made a mark in the field of journalism, editing, photography and academics in which representation of minorities, schedule casts/schedule tribes communities shall be necessary. The tenure of the Committee shall be of two years. 6. Entries for the Award. - (a) Entries for this Award Scheme will be invited by the Information and Public Relations Department, Bihar through a public notice once every financial year in prescribed form;(b) Entries could also be received through institutions who could nominate persons in various categories;
(c) The entries shall be accompanied with the bio-data of the nominated person and five copies of the best documents of their services in the field of media (print, electronic, photographs);
(d) Details of awards/prizes received till date by the person nominated shall also be submitted;
(e) For life time achievement award in journalism there would be no need for submitting applications. The selection committee would nominate names in this category.
7. Award Programme. - (a) This awards would be presented to the journalists once every financial year either at state headquarters or in any other place in the state on the occasion of "Press Day".(b) Journalists selected for awards would have to be personally present to receive the awards except in those cases where the award is being conferred posthu mously.
8. Cancellation/Revocation of Award. - (a) This awards can be cancelled on the grounds of wrong/false documents submitted by the nominees. The award can also be revoked/ cancelled for other legal and adequate reasons;(b) The decision of the state government would be final and binding;
(c) In the case of revocation/cancellation of the award the state government would have the right to recover citation, cash award etc.
9. Necessary actions pertaining to the Rules. - (a) The State Government shall have the right to amend/ modify/repeal the Rules.(b) Decisions of the selection committee shall not be amenable to challenge in a court of law.
