(1) "Category" means the caste categories-Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes (OBC) and Unreserved (UR) for all other candidates, who do not belonging to SC/ST/OBC.
(2) "College" means a Government Medical College under the State Government.
(3) "Commissioner" means Commissioner Health and Family Welfare, Government of Chhattisgarh.
(4) "Course" means a post graduate degree or diploma course.
(5) "CRMC" means Chhattisgarh Rural Medical Crops Yojana, for the time being in force, as notified by the State Government.
(6) "Director" means Director Medical Education, Government of Chhattisgarh.
(7) "Examination" means the Pre P.G. Entrance Examination conducted by the University.
(8) "Forwarding authority" means Commissioner or Director for an in-service candidate working in the department of Health & Family Welfare or Department of Medical Education respectively.
(9) "In-Service Candidate" means an employee serving on the post of Medical Officer in Public Health and Family Welfare Department of the State Government on regular or ad-hoc or contract basis or an employee serving on the post of demonstrator/registrar/junior registrar/Medical officer in the department of Medical Education of the State Government.
(10) "MCI" means Medical Council of India.
(11) "Other Backward Classes" means Other Backward Classes as notified by the State Government.
(12) "Rural Health Institution" means a government health institution classified as "difficult", "most difficult" or "inaccessible" as per the classification done in CRMC.
(13) "Scheduled Castes" means Scheduled Castes as specified and laid down by the State Government.
(14) "Scheduled Tribes" means Scheduled Tribes as specified and laid down by the State Government.
(15) "Scrutiny" means the process of "registration for counselling and scrutiny of documents" done under rule 12.
(16) "Selected Candidate" means a candidate who has been allotted a seat consequent upon counselling and who has been issued an allotment letter under these rules.
(17) "Successful Candidate" means a candidate who has been declared successful in the examination by the University.
(18) "State Government" means the Government of Chhattisgarh.
(19) "University" means the Chhattisgarh Ayush and Health Sciences University.
3. General. - (1) PG Degree and Diploma courses will be governed and regulated by MCI/University/State Government/Government of India/Autonomous Society of the College under the rules and regulations in force as amended from time to time at the time of entrance examination, allotment, admission, as the case may be. (2) Duration for PG courses will be as per section 10 (1) of MCI P.G. Medical Education Regulation, 2000, from the date of admission. (3) Correct information must be furnished and produced by the candidate whenever required. Candidates are advised to read and understand the rules thoroughly and fill up complete and correct required information and enclose required documents with the application form, failing which the applicants shall not be entitled to entrance examination, allotment and admission etc. (4) If it is found that a candidate has hidden any relevant facts and/or provided incorrect information while filling up the application form, at the time of allotment of a seat or at the time of scrutiny of the documents or at any time before or after his/her admission, then the admission shall be cancelled by the competent authority as prescribed in the rules for the time being in force, at any time during his./her studies. (5) In-service Candidates, whose application has been forwarded by the forwarding authority, shall be treated on duty for appearing in examination and counselling and shall be entitled to claim for Travelling Allowance and Dearness Allowance from the parent department as per rules. (6) Every candidate must abide by the rules and regulations of the University and the College and must deposit the prescribed fee. 4. College-wise, course-wise and subject-wise details of seats. - (1) Details of all post graduate degree and diploma seats college-wise, course-wise and subject-wise will be issued by the State Government by an executive order every year. (2) Provided also that if subsequent to issuance of such order under the rule 4(1), additional seats are allocated or returned from all India quota to the colleges in the state by GOI then the details thereof will be published by the Director at the time of counselling. Provided also that, the Director will publish such details only after obtaining approval from the State Government. 5. Reservation. - (1) General. - 21% seats are reserved for candidates belonging to Scheduled Tribe, 15% seats are reserved for candidate belonging to Scheduled Caste and 14% seats are reserved for candidates belonging to Other Backward Classes other than creamy layer of Other Backward Classes of Chhattisgarh, who are residents of Chhattisgarh by domicile.1. The candidate claiming to be a candidate belonging to Scheduled Castes/Scheduled Tribes category shall have to attach a valid attested copy of permanent caste certificate issued by the Competent Authority in the prescribed form (as prescribed by the State Government) with the application form.
2. The candidate claiming to be a candidate of Other Backward Classes category shall have to attach a valid attested copy of permanent caste certificate issued by the Competent Authority in the prescribed form (as prescribed by the State Government), issued on a date not earlier than 3 years from 30th April of the year of admission, with the application form.
3. As per order no. F-13-4/2006/1-3 dated 26th September 2007 issued by General Administration Department, Government of Chhattisgarh, all candidates claiming to be a candidate of Scheduled Castes/Scheduled Tribes/Other Backward Classes category shall have to produce, at the time of scrutiny, the original caste certificate verified by the Caste Certificate Verification Committee constituted by the State Government.
4. The candidate, except the candidate working with the government on regular basis, will also have to produce the domicile certificate, issued by the competent authority in the prescribed form (as prescribed by the State Government), at the time of scrutiny. A candidate who does not present the domicile certificate along with his caste certificate will not be eligible for admission against a reserved seat.
5. A candidate, who is not a resident of Chhattisgarh by domicile, will not be entitled to avail benefit of category-wise reservation.
(2) Allocation of seats for in-service candidate (in service quota). - Subject to the provisions of rule 5(2)(5), in PG Degree and Diploma Courses 50% of State seats are reserved for In-service candidates. The seats reserved for in-service candidates will be first filled up by in-service candidates working under Directorate of Health Services and then the seats if remaining vacant shall be filled by the candidates working under the Directorate of Medical Education. The allocation of seats to open and in-service quota will be done subject-wise in the following manner : -1. If the number of seats in the State quota in a subject is odd then one more seat will be allocated to that quota in which less seat(s) was/were allocated in the previous year. If the number of seats allocated to open and in-service quota in the previous year was equal then one extra seat will be allocated to open quota.
2. If the number of total seats in the State quota in a subject is even then 50% of seats in that subject will be equally allocated for both open and in-service category.
3. If subsequent to the division of seats, additional seat(s) are allocated or returned from all India quota by the GOI before the last date of admission to the colleges in the State then principles outlined in above sub-clause 5(2)(1) and 5(2)(2) will be applied on the total number of seats in the respective subject(s) including the newly allocated seats.
4. The procedure outlined above in rules 5 (2)(1) to 5(3)(3) will be followed every year for deciding the distribution of seats between open and in-service quota for all State quota seats.
5. Provided also that the 50% reservation for in-service candidates will be maintained over a period of blocks of 4 years. The first block will commence from the year 2011.
(3) Category-wise reservation of seats. - 1. Category-wise reservation for SC/ST/OBC categories will be done for open seats and in-service seats separately by draw of lots.2. The draw of lots for each quota will be done in the following manner : -
(1) If the number of seats in a subject is one then the reservation for that seat will be decided by draw of lots.
(2) If the number of seats in a subject is even then 50% of seats in such subjects will be include in draw of lots for deciding category-wise reservation of seats. Balance 50% seats will be classified as "unreserved (UR)".
(3) If the number of seats in a subject is odd and more than one then the number of seats to be included in draw of lots in that subject will be as follows: -

(4) In case of any dispute regarding the number of seats to be added to a category, the highest fraction shall be taken into consideration and shall be given preference.
(5) The reservation of physically handicapped candidate will be decided by draw of lots on total State quota seats.
(6) The draw of lots for category-wise reservation will be conducted by Director. The Director shall widely publicize the schedule of draw of lots by publication of the same in at least 2 leading daily newspapers in the State. The Director will also invite the representatives of students and media for the draw of lots.
3. Provided also that if subsequent to draw of lots conducted under rule 5(3)(1) and 5(3)(2), any additional seat(s) are allocated or returned from all India quota by the GOI before the last date of admissions then the reservation for such additional seats will be decided as follows
(1) Such seats will first be distributed to in-service and open quota seats as per rule 5(2).
(2) For the purpose of inclusion of seats in the draw of lots the principles outlined in above sub-clause 5(3)(1) and 5(3)(2) will be applied on the total number of seats in the respective subject(s) including the newly allocated seats.
4. The same procedure as laid down in rule 5(3)(1) to 5(3)(3) will be adopted to reserve seats category wise for diploma courses.
5. The procedure outlined above in rules 5(3)( 1) to 5(3)(4) will be followed every year for deciding category wise reservation for all State quota seats.
(4) Reservation for woman. - Reservation for women candidates shall be 30% according to merit cum option in each category. This is horizontal reservation. The provisions of these rules will be complied with by following the procedure laid down in rule 13 (11) at the time of counselling. (5) Reservation for physically handicapped candidates. - Three percent (3%) seats are reserved for Physically Handicapped persons in each category. This is horizontal reservation as per regulations of MCI -1. First of all seats will be filled up from Candidates with locomotors disability of lower limbs between 50% & 70%. In case of non-availability of candidates with locomotors disability of lower limbs between 50% to 70% then such unfilled seats shall be filled up by persons with locomotors disability of lower limbs between 40% & 50%.
2. Following disabilities are not eligible as per the norms of MCI- -
(1) Upper limb Handicapped
(2) Visual Handicapped
(3) Hearing Handicapped
(4) Lower limb more than 70% Handicapped
(5) Disability certificate more than 3 months old at the time of counselling.
(6) Publication of details of reservation. - 1. The State Government will every year, before the examination, publish the details of reservation of seats available at the time of such publication, by an executive order. The details would include :(1) Number of college-wise, course-wise and subject-wise seats reserved for candidates to be admitted through All India Pre PG examination (All India quota) and the Chhattisgarh pre PG examination (State quota).
(2) Number of college-wise, course-wise and subject-wise seats reserved out of state quota for open quota and in-service quota.
(3) Number of college-wise, course-wise and category-wise seats reserved for women candidates.
(4) Number of college-wise course-wise seats reserved for physically handicapped applicants in state quota.
2. The Director will conduct the draw of lots for category-wise reservation of specific seats in various subjects, before the examination as per the procedure laid down in rule 5(3) and publish the details thereof by an executive order. The details would include the following information : -
(1) College-wise, course-wise, subject-wise and category-wise reservation of seats in open state quota.
(2) College-wise, course-wise, subject-wise and category-wise reservation of seats in in-service state quota.
(3) College-wise course-wise, subject-wise and category-wise reservation of seats for physically handicapped candidates.
3. If subsequent to the publication of details as per rule 5(6) (1) and 5(6)(2) additional seat(s) are allocated or returned from all India quota by the GOI before the last date of admission to the colleges in the State then the Director will, after following the procedure laid down in rules 5(2)(3) and 5(3)(3), publish the details of reservation and distribution of seats at the time of 2nd counselling and at every subsequent counselling, if any.
6. Eligibility. - (1) The Candidate must be a citizen of India and resident of Chhattisgarh by domicile as defined by the State Government. This condition will not be applicable to in-service candidates subject to his/her eligibility for admission under these rules. (2) The candidate must have passed all MBBS examinations from a Medical College recognized by MCI, New Delhi. (3) The candidate must have completed Compulsory rotating internship in a hospital recognized by the MCI on or before 30th April of the year of admission and should be registered with C.G. State Medical Council to practice in the State of Chhattisgarh. Provided in case the candidate is not registered with C.G. State Medical Council, he/she must submit a copy of receipt of C.G. Medical Council registration fee and the copy of the receipt of application within one month of allotment of P.G. seat. (4) The candidates shall be declared as successful candidates by the University. A candidate will be declared successful if he/she obtains minimum mark in examination as follows : -

1. Only those in-service candidate would be eligible for admission who -
(1) Has completed at least 3 years of service in the rural health institutions on 30th April of year of examination as a regular Medical Officer or as a Medical Officer appointed on ad-hoc or contract basis.
Or
(2) Has completed at least 3 years of service on 30th April of year of examination as a Demonstrator or a Registrar/Junior Resident or as a Junior Registrar/Medical Officer appointed on regular basis or appointed on ad-hoc or on contract basis in the department of medical education.
2. The Maximum age limit for the selection of in-service candidates will be 45 years on 30th April of the year of examination.
3. The in-service candidates, who already hold any Post Graduation qualification (degree or diploma) in one or more subjects, will not be eligible for admission as in-service candidate.
4. An in-service candidate against whom any criminal prosecution is pending or who is under suspension or against whom a departmental enquiry is pending or against whom punitive action has been taken, will NOT be eligible for admission.
5. If the application form of an in-service candidate is not duly forwarded by the forwarding authority to the University, then such a candidate will not be eligible for admission against a seat reserved for in-service candidate.
6. If an in-service candidate was admitted to any PG course in the past as an in-service candidate he/she will not be eligible for admission in subsequent years.
(12) Notwithstanding any provisions of this rule, if at any time it is found that the admission of a candidate is in contravention of the provision of these rules then the admission of such candidate will be liable to be cancelled by the Director. 7. Application. - (1) A candidate will have to submit his duly filled application form to the University by the last date of submission of the same. The last date of submission of application form will be notified by the University in the admission brochure. (2) Applications submitted after the last date of submission will be rejected and such candidates will not be eligible for appearing in the examination. (3) In-service candidates will have to submit their application in prescribed form to the relevant forwarding authority. Forwarding authority will examine the eligibility of the candidate as per the provision of rule 6 and forward the forms of eligible in-service candidates to the University. Only such in-service candidates will be eligible for admission against the seats reserved for in-service candidates whose application form is forwarded to the University by the forwarding authority. (4) All candidates including the in-service candidates will have to deposit the examination fees as prescribed by the University. 8. Examination. - (1) The examination shall be held at the centre fixed by the University. A centre once allotted will not be changed. The candidate shall abide by the rules and regulations of the University failing which his/her candidature shall be cancelled. (2) There will be one common entrance examination for Post Graduate entrance conducted by the University. All in service candidates will also have to appear in common entrance examination conducted by the University. (3) The entrance examination for all courses will be conduced in ENGLISH medium only. (4) There shall be one question paper of three hours duration. The question paper shall have two parts "A" and "B". (5) In objective type questions one mark will be awarded for each correct answer. No mark will be awarded for an incorrect response or multiple marking or for an unanswered question. There will be no negative marking. (6) The examination shall be of the standard of MBBS examination and shall cover all subjects of MBBS Course. (7) The tentative numbers of questions of each subject are as shown below.

Note. - The breakup specified here is purely tentative. The question paper will be set by the University and decision regarding subjects and topics and weightage to be given to various subject and topics is vested with the University.
9. Declaration of Result. - The University will conduct the examination, evaluate the answer sheets, prepare the merit list and declare the result and forward the list of successful candidates to Directorate of Medical Education for counselling.Note. - There is no provision for rechecking/re-evaluation of the answer sheets and no query in this regard will be entertained.
10. Merit List. - (1) A merit list of all successful candidates including the in-service candidates who have secured not less than 50% marks in the examination will be declared by the University. (2) A separate merit list of all successful deserved category (Scheduled Caste/Scheduled Tribe/Other Backward Classes) candidates including in-service candidates, who have secured not less than 40% marks in the Examination, will be declared by the University. (3) A separate merit list of all successful physically handicapped candidates including in service candidates who have secured not less than 45% marks in the Examination with be declared by the University. (4) There will be no waiting list. (5) Inter-Se-Merit In case two or more candidates obtain equal marks in the entrance examination, their inter-se merit will be decided as per procedure indicated below :1. A candidate, who scores more marks in Part "B" of the question paper, will be placed higher in the inter-se merit of such candidates.
2. If such candidates score equal marks even in part "B" of the question paper, then candidate older in age will be placed higher in inter se merit of such candidates.
(6) Subject to the provisions of rule 6(H)(5) and 7(3), Separate, category-wise merit list of all successful in-service candidates found eligible as per rule 6(3) will be declared by the University. (7) The University shall forward all the merit lists to the Director and the merit lists of all successful in-service candidates shall also be forwarded to the Commissioner. 11. Final merit list of in-service candidates. - (1) In-service candidates eligible for admission as per rule 6 and declared successful by the University in the examination will be considered for final merit list by addition of marks calculated on the following basis : -1. Subject to a maximum of 50 marks, additional marks will be given by Commissioner, to candidates for services rendered by them in rural health institutions for a maximum period of 5 years.
2. The State Government has classified health institutions in the State as "difficult", "most difficult' or "inaccessible" under the CRMC scheme vide its order no. F 1-143/08/ 17/Ek dated 23rd February 2011. No additional marks will be allotted for service in health institutions not classified as difficult, most difficult or inaccessible.

Note. - For the purpose of this rule any part year as on 30th April of the year of admission will be counted as full year.
4. Under this rule, the period of service of candidate for which the candidate, while posted in rural area was on unauthorized absence from duty or any dies-non period or any period of leave without pay or any period on training exceeding 3 months, attachment in urban area during the tenure of rural service, will not be counted for the purpose of calculation of marks for weightage of rural service.
5. Commissioner will forward the list of additional marks awarded to each successful in-service candidate to Director.
6. The final merit list of in-service candidates will be prepared by the Director on the basis of marks obtained by the candidate in the examination (equivalent to 200 Marks) and marks secured for weightage of rural area service (equivalent to maximum 50 marks) thus a total of 250 marks.
7. In case of two or more candidates obtaining equal marks, then their inter-se merit will be decided as per procedure described in rule 10(5).
8. The final merit so prepared will only be used for the purpose of allocation of seats reserved for in-service candidates to the in-service candidates. Such a list will NOT create any right of an in-service candidate for admission to a seat not reserved for in-service candidates.
9. The counselling of in-service candidates will be done by the Directorate of Medical Education.
(2) Return to the Department after completing the course. - The normal term for PG degree is 36 months and for Post Graduate diploma as 24 months. Candidates completing the tenure will have to come back to their Parent Department irrespective of their status of the examination whether they have passed or not. No extension to continue the studies shall be granted under any circumstances. For in-service candidates admission under this rule will be named as study leave it will be approved by Commissioner of Health Services. 12. Registration for counselling and scrutiny of documents. - (1) The registration for counselling and scrutiny of documents of successful candidates will be done at least 7 working days before the date of first counselling. The place, date and time and schedule for registration and scrutiny will be published by the Director along with the publication of place, date and time schedule for first counselling. (2) The scrutiny of documents will be done by the scrutiny committee constituted by Director. (3) In case of a candidate's inability to appear in person for the registration, he/she can send his/her authorized representative with an undertaking and authority letter. (4) Subject to the provisions of rule (3) (5), the candidates or their representatives will travel for the registration, at their own cost. (5) Any successful candidate or his authorized representative must be present at the time of scrutiny. If a candidate is not registered for counselling on the date of scrutiny then he/she will not be entitled to take part in any counselling. (6) If a candidate or his/her authorized representative fails to produce the necessary original documents along with a set of two attested photocopies of original documents at the time of scrutiny, then such candidate will not be eligible to participate in the counselling. (7) The candidate will have to produce domicile certificate in original (as per rule 5(1)(4)). (8) A candidate of reserve category will have to produce a duly certified [as per rule 5( 1)(3)J permanent caste certificate from competent authority in format prescribed by the State Government. In case a candidate fails to do so the candidate will not be eligible for reservation. The candidate only will be responsible for this lapse. Temporary caste certificate and caste certificate with expiry date will not be accepted. (9) Scrutiny of documents of all candidates present on the day of registration will be done on the same day. The candidate or his authorized representative must produce all necessary documents in original for scrutiny. Subject to the provisions of rule 16 (1), a candidate who is found eligible for admission by the scrutiny committee will be given a registration certificate in writing on the same day duly signed by the authority designated by the Director for this purpose. (10) If, at the lime of scrutiny, a candidate is not able to produce one or more necessary document(s) then the candidate must submit such documents latest by 5.00 p.m. of date of 2 working days prior to the date of first counselling. Such a candidate, if found eligible on the basis of scrutiny of documents, will then be given the registration certificate as per rule 12(9). 13. Counselling. - (1) The allotment of a seat to eligible candidate will be done by counselling on merit cum option basis. counselling will be done by Directorate of Medical Education. For this purpose a counselling committee will be constituted by the Director. The counselling committee will consist of -i. Director or his authorized representative.
ii. Commissioner or his authorized representative.
iii. All Deans of the Government Medical Colleges of Chhatiisgarh.
iv. Representative of reserved category not below the rank of an Associate Professor nominated by the State Government.
v. Two nominated representative of all Medical College out of which at least one would be a woman.
vi. Chairman scrutiny committee as constituted under rule 12 (2).
Note. - Commissioner or his authorized representative will remain present personally throughout the counselling of In-service candidates (since beginning to end). The Director shall also be completely responsible for the counselling of In-service candidates also.
(2) The allotment of seats shall be made to the candidates through counselling on personal appearance. (3) The programme for counselling will be advertised in the leading newspapers of the State as well on the department website. Separate call letters will not be sent to the candidates. (4) In case of a candidate's inability to appear in person for the counselling, he/she can send his/her authorized representative with an undertaking and authority letter on prescribed format. (5) Subject to the provisions of rule 3 (5), the candidates or their representatives will travel for the counselling at their own cost. (6) Candidate or his/her representative will not be allowed to enter the area specified for the counselling without showing the original Pre-PG 2011 EXAMINATION MARK SHEET and the REGISTRATION CERTIFICATE issued under rule 12(6). (7) The candidates or their authorized representatives will wait for their turn in order of merit. They will be called in small groups of 10-20 to the counselling hall where they shall exercise their option for allotment of any one of the available seats and the same will be allotted to them. The allotment letter will be issued on payment of security deposit (Bank Draft payable to Director, Medical Education, Chhattisgarh, Raipur) as prescribed in rule 15(3)(1). (8) If a Candidate or his/her representative due to any unavoidable circumstances does not remain present on the date and time fixed for them for counselling, then such a candidate, if he comes afterwards, he will be considered only at that stage, where the counselling is progressing irrespective of their merit. They will be considered only if the counselling of their category is going on and allotment done before to other candidates on the basis of their merit will remain unchanged. This rule will be applicable to candidates of all categories. (9) A candidate belonging to ST/SC/OBC category, who does not wish to be admitted to any of the subjects/courses available at the time of his/her counselling, may give "opt for waiting" option in writing and his/her name will be placed in order of merit. Such a candidate will then have the option of choosing to accept a seat of his/her category at the time of counselling strictly in the order of merit. (10) A candidate who does not wish to be admitted to any of the subjects/courses available at the time of his/her counselling, may give "opt for waiting" option in writing and his/her name will be placed in order of merit. If any seat falls vacant on or before the last date of admissions in any Medical Colleges in any subject, the name of such candidate shall be considered on the basis of merit at the time of allotment of vacancies arising due to any reason for admission of the said category at subsequent counselling, if any. (11) Reservation for women is horizontal reservation. For every category the allotment for that many seats which are not reserved for women, will first be done as per merit list of that category. If the number of women candidates so selected is equal to or more than the number of seats reserved in that category for women then the counselling for the remaining seats will be done as per merit. Else women candidates, in the order of their merit, will be given necessary opportunity to fill up the seats reserved for women in that category. (12) Sequence of counselling. - At each instance, counselling with first be done for all in-service quota seats and then for all open quota seats. Category wise counselling will be done in the following sequence : -1. Unreserved quota.
2. Unreserved women quota, if necessary.
3. Scheduled Tribes quota.
4. Scheduled Tribe women quota, if necessary
5. Scheduled Caste quota.
6. Scheduled Caste women quota, if necessary.
7. Other Backward Classes quota.
8. Other Backward Classes women quota, if necessary.
9. Physically handicapped quota, if necessary.
(13) Conversion of seats : -1. In case the Physically Handicapped Candidates are not available in the respective category, the vacant seats will be filled, up from other candidates of the same category in the same quota (in-service or open).
2. In case the eligible candidates to the extent of reservations for in-service candidates in any category are not available, the vacant seats will be converted to open seats of the same category.
3. In case the eligible candidates to the extent of reservations in any category (including non-service and in-service candidates) are not available, the vacant seats of that category will be filled up by converting to other categories as given below : -
(1) The vacant seats of ST category shall be filled up by the eligible SC category candidates.
(2) The vacant seats of SC category shall be filled up by eligible ST category candidates.
(3) In case the eligible candidates to the extent of reservation in ST and SC categories are not available, the vacant seats shall be filled up by eligible OBC category candidates.
(4) The vacant seats of OBC category will first be filled up by eligible candidates of ST category. In case the eligible candidates to the extent of vacant OBC category seats are not .available, the vacant seats shall be filled up by eligible candidates of SC category.
(5) In case the eligible candidates are not available in these three reserved categories in the above manner, the vacant seats shall then be filled up by the eligible unreserved category candidates.
Note. - (1) In order to ensure horizontal reservation for women the procedure as prescribed in rule 13(11) will be followed each time before conversion of a seat to another quota (in-service to open) or category.
(2) While converting the seats horizontal reservation in vacant seats in original category, if any, will also be carried forward from the original category to the new category.
4. Conversion of any seat will only be done at the time of final counselling.
(14) A selected candidate would also have the opportunity to take part in any counselling organized subsequent to allotment of a seat to him/her. Every time the counselling will be done strictly on merit cum option basis for all the candidates present. Provided also that, if an already selected candidate opts for allotment of a seat in a different subject, then1. He/she will have to submit in writing to the counselling committee an undertaking in writing about leaving the seat which was originally allotted to him/her.
2. Such an option once exercised will not be allowed to be changed or reversed under any circumstances.
3. In such an event the seat becoming vacant will be displayed prominently in the list of vacant seat available to remaining candidates. The counselling will be paused for atleast 5 minutes and an announcement regarding the same will also be made for the benefit of the remaining candidates.
14. Bond for serving under the State Government. - (1) A selected candidate will have to serve under the State Government on contract basis for a period of 2 years after successful completion of PG course. The candidate during the course of his/her contract service will be paid salary as per rules for the time being in force. PG doctors will NOT be posted at the Primary Health Centres. (2) Bond for serving with the Government. - The candidate will have to submit, in prescribed form, a bond at the time of admission to the effect that he/she agrees to the provisions of rule 14(1) and in case he/she chooses not to serve under the government, he/she would deposit the full amount of any stipend paid to him during the course of his studies by the State Government in addition to the amount of bond as prescribed in rule 14(3). The NOC as prescribed in rule 14(7) will be issued to the candidate only after he/she deposits the full due amount (3) Bond amount. -

1. A Candidate of unreserved category will have to deposit Rs. 10,000 and candidates of reserved category (ST, SC, OBC) will have to deposit Rs. 2000 as Security deposit in the form of demand draft payable to Director, Medical Education, Chhattisgarh, Raipur on allotment of a seat during counselling.
2. A candidate of unreserved category will also have to submit a bank guarantee of Rs. One Lakh (1.0 Lakh) and candidates of reserved category (ST, SC, OBC) will have to submit a bank guarantee of Rs. Fifty thousand (Rs. 50000), valid for a period of 3 years for degree and 2 years for diploma course, in favour of Director, Medical Education, Chhattisgarh, at the time of admission along with the admission fee as specified in rule 15 (a).
3. The amount of security deposit as per rule 15 (c) (1) shall be refundable without interest and the bank guarantee furnished under rule 15(c)(2) shall be released after successful completion of the course.
4. If a candidate does not join the allotted course, subject and institution or discontinues the study in a course and leaves college before completion of the course due to any reason security deposit will not be refundable and the bank guarantee shall be invoked and the amount thereof will not be refundable.
16. Admission. - Consequent upon a candidate's allotment for a subject, course and a college by counselling, he/she shall report, on the date and time notified in the allotment letter issued under rule 12 (g), to the Dean/Principal of the College concerned.(1) The admission committee consisting of Dean/Principal, two Professors and at least two Medical teachers belonging to reserved category and one female teacher shall also verify the original documents and if found eligible, shall give admission in a subject, course and the college allotted to the candidate.
(2) Once admitted either through All India or State quota, all original certificates shall be kept by the college and a certificate to that effect will be issued to the candidate by the college authorities.
(3) Original documents shall be returned to the candidates only on completion of their tenure or their resignation or leaving the seat of the course and the college due to any reason.
(4) Candidates who are already admitted and pursuing their studies in a Diploma course may be considered by the Government for transfer from Diploma (two years course) to three year Degree course in the same subject on the basis of merit (marks obtained in Pre-PG Examination of the same year) on the seats which fall vacant after the last date of counselling of the year of that session and before 31st December of the same years. Provided that reservation shall be applicable for such transfer subject to conversion of seats as per rule 13(m).
(5) No admission in P.G. course/subject/college will be made after the last date of admission as per guidelines issued by MCI in pursuance of direction laid down by Hon'ble Supreme Court Judgment dated 11-9-02 MCI v. Madhu Singh & Others, AIR 2002 SC 3230 = (2002) 7 SCC 258.
(6) The claim of the candidates, who do not join by the last date of joining/ joined and left/joined and remained absent for a period of continuous fifteen days without prior permission of the Head of the institution, shall be forfeited and allotment/admission given shall be deemed to have been cancelled.
(7) The date of commencement of academic session shall be as per the guidelines of the MCI, for the time being in force.
17. The Proposed Schedule for Admission Process. - (1) Schedule for admission process will be published by the Director every year by the end of 31st January of the year of admission. (2) Schedule for admission process for the admission year 2011 will be as follows : -1. Examinations to be conducted - April 2011.
2. Result of examination to be declared - April 2011.
3. Commencement of Academic session - 2-5-2011.
4. Final counselling to be done by 31st May 2011.
5. Last date up to which students can be admitted 31-5-2011.
18. Explanation of Rules. - The State Government reserves the right to amend any rule and procedure for admission. In case of any dispute related to the interpretation of these rules and amendments relating to them, the decision of the State Government shall be final and binding on all concerned. 19. Repeal and Saving. - The "Chhattisgarh Medical Snatkottar Pravesh Pariksha Niyam Rules, 2004 as amended in 2010" are hereby repealed. Provided that any order made or action taken under these rules so repealed shall be deemed to have been made or taken under the corresponding provisions of these rules.
