|Statement of Objects and Reasons. - The main object of the Indian Lunacy (Punjab Amendment) Bill is to make provision for free treatment to poor mental patients. Hitherto dangerous mental patients only have been allowed free treatment. The Bill will help the poor mental patients in the preliminary stages of their disease thus affording them greater chances of speedy recovery. 89-C. Exemption of cost of maintenance. - Notwithstanding any other provision of this Act, the State Government may, by rules prescribed, authorise the reception, detention or treatment of any lunatic who is unable or becomes unable to meet his cost of maintenance in any asylum.
