Maharashtra State Electricity Regulatory Commission (Preparation and Submission of Budget) Rules, 2004

(a) "Commission" means the Maharashtra Electricity Regulatory Commission;
(b) "Form" means the forms appended to these rules;
(c) "Government" or "State Government" means the Government of Maharashtra;
(d) "Financial Year" means the year starting from 1st April and ending on 31st March of the next succeeding year.
3. Preparation of Annual Budget and its submission. - (1) The commission shall prepare,-(a) in Form "A" its estimated receipts in the ensuing Financial Year;
(b) in Form "B" its estimated expenditure in the ensuring Financial Year;
(c) in Form "C" the estimates regarding request made by it to the State Government for grants in the ensuing Financial Year;
(2) The estimates, that is to say, the budget, so prepared shall be submitted to the Government on or before the 1st November of the preceding Financial Year or such extended time as may be specified by the Government, for making a provision of grants for the ensuing financial year. 4. Preparation of Revised Budget Estimates and its submission. - (1) In case the budget estimates prepared under rule 3 are found inadequate or insufficient in the current year or needs revision for any reason, the commission may, prepare revised budget estimates on the basis of actual expenditure incurred in the first 4 months, or 8 months or 9 months as the case may be, for that current year, for additional grants, if any required, with proper justification therefore, in Form "D". (2) The revised estimates so prepared shall be submitted to the Government on or before such date as may be specified by the Government. 5. Miscellaneous. - In case of any doubt regarding interpretation of these rules, or when express provision has not been made in the rules about a particular matter, the same shall be referred to the Government, whose decision shall be final.Form "A"
