The First Statute under the Assam Agricultural University Act, 1968
General1. Title & Commencement. - (1) These Statutes shall be called the Assam Agricultural University First Statutes. (2) They shall come into force at once. 2. Definitions. - In these Statutes, unless the contents otherwise require :
(a) "Act" means as the Assam Agricultural University Act, 1968 (Assam Act XXIV of 1968).
(b) "Section" means a Section of the Act.
(c) "Council" means the Academic Council,
(d) "Faculty" means the teaching, and extension staff of a College or division of the University including members of the staff having the rank of Assistant Professor and above.
(e) "College" means a Constituent College of the University under direct control of management of the Board and principal Executive Officer of the University whether located at the head quarter campus or elsewhere.
(f) "Appendix" means Appendix of these Statutes.
(g) Words and expressions used but not defined in these Statutes shall have the meaning assigned to them in the Act.
Chapter II (Section 41 (i))
Statutes Regarding the Constitutions, Power and Duties of the Authorities of the University1. (1) The Board shall exercise all the powers and perform all the duties conferred on it by the Act and shall also have the powers :
(a) to declare by statutes other Colleges as Constituent Colleges of the University under Section 4(3) and Section 7(9) of the Act.(2) The Board shall publish an annual report containing-
(a) a review of the progress made in different spheres of activities of the University.
(b) the amounts of receipts and disbursements and the purpose for which they were made,
(c) the number of professors, officers, teachers and other employees and position and remuneration of each, the number of students in the several Sections and Classes and the course of instruction pursued in each and,
(d) an estimate of the expenses for the next following year.(3) The Board shall submit to the Government concerned legislative proposals which it considers necessary for betterment and promotion of Agricultural based on the results of research conducted in the University. (4) All questions to be considered in a meeting of the Board shall be decided by a majority of votes of the members present. The Chairman of the Board shall be entitled to vote on any question and if the votes be equally divided he shall a second or casting vote.
Academic Council2. (1) The Vice-Chancellor shall appoint the Senior most Head of a Department on the recommendation of the Dean of the College, as a member of this Academic Council, under Section 12.2 (f) of the act. The appointment shall be for two years. On the expiry of this term, another Head of a Department shall be appointed on the recommendation of the Dean of the College as member of the Academic Council and every subsequent vacancy shall be filled in by rotation, in the same manner. The Vice-Chancellor on the recommendation of the Academic Council shall also have the power to co-opt such Heads of Departments as may be considered necessary. (2) All questions to be considered in a meeting of the Academic Council shall be decided by a majority of votes of the members present. One third of the members shall constitute a quorum. The Chairman of the Academic Council shall be entitled to vote on any question and if the votes be equally divided he shall have a second or casting vote. 3. The Academic Council shall exercise all the powers and perform all the duties conferred to it by the Act and shall also have power.
(a) to declare the results of examinations conducted by the University and to recommend candidates for Diplomas. Degrees and Certificates to be conferred by the University.
(b) to recognise the examinations of the recognised Universities, equivalent to the corresponding examinations of the Assam Agricultural University.
(c) to propose rules to the Board for the award of Fellowships. Scholarships, Stipends, Medals etc.
(d) to make proposals for consideration of the Board regarding distribution of new grants by the Government concerned to the Colleges for the development of higher teaching research, the extension education whenever the University is consulted by the Government concerned on such matters,
(e) to approve or reject any subject proposed for the thesis by a candidate for the Degree or Doctor in Agricultural, Veterinary Science and other faculties,
(f) to promote research within the University and to require reports on such research from the persons employed thereon,
(g) to advise the Board on proposals of new expenditure on University teaching, research and extension education,
(h) to recommend to the Board the making of grants to Departments or Colleges, which contribute to University teaching and research,
(i) to make regulations regarding the holding of Convocation and
(j) to make regulations for maintenance of discipline and the regulation of conduct of the students of the constituent colleges of University.4. The Academic Council shall constitute the following Committees :
(i) There shall be the following Committees for Students' Welfare :
(A) The University Committee for Students' Welfare.
(B) The Campus Committee for Students' Welfare-one in each Campus.
A(1) The University Committee for Student's Welfare-shall consist of following :
(a) One of the Deans of Faculties to be nominated by the Vice-Chancellor by rotation for a period of one year-Chairman.
(b) Other Deans of the Faculty-Members.
(c) One teacher from each Faculty to be nominated by the Dean concerned for a period of two years in rotation-Members.
(d) General Secretaries of the Colleges/Universities Students' Societies-Members
(e) Two Student members from each Faculty to be nominated by the Dean concerned in consultation with the Students' Societies for a period of one year-Members.
(f) Deputy Directors of Student Welfare-Members.
(g) One of the Deputy Directors of Student' Welfare to be nominated by the Vice-Chancellor for a period of one year-Member-Secretary.
(2) The Vice-Chancellor shall be a permanent invites to any meeting of the University Committee for Students' Welfare.
(3) The University Committee for Students Welfare shall:
(a) Formulate its rule of business.
(b) Allocate funds for various activities of Student's Welfare relating to inter University or any other external affairs.
(c) Co-ordinate the activities of the different Campus Committees for Students' Welfare.
(d) Advise the Vice-Chancellor on affairs relating to Students' Welfare.
B. (1) The Campus Committee for Students' Welfare shall consist of the following :
(a) The Dean of one of the Campus to be nominated by the Vice-Chancellor-Chairman.
(b) Other Dean(s) of the respective Campus (if any)-Member(s).
(c) Three teachers from each Faculty to be nominated by the Dean concerned by rotation for a period of one year-Members.
(d) Two Hostel Wardens from each Faculty to be nominated by the Dean for one year-Members.
(e) General Secretaries of the Students' Societies of the Colleges of the Campus concerned-Members.
(f) Four student members from each Faculty to be nominated by the Dean concerned in consultation with Student Society for a period of one year-Members.
(g) Deputy Director of Students, Welfare of the Campus-Member-Secretary.
(2) The Campus Committee for Students' Welfare shall:
(a) Allocate funds for various Students' Welfare Activities.
Research Advisory Committee
(ii) 1. Research Advisory Committee consisting of the Vice-Chancellor as Chairman, the Director of Research as Member, Secretary, and the Deans of Colleges, Director of Post Graduate Studies, Associate Directors of Research and Extension, the Director of Extension, the Director of Agriculture and the Director of Veterinary and Animal Husbandry Department as members.
2. The Vice-Chancellor may co-opt any other members to secure adequate representation of different fields of Agriculture.The Committee shall advise the Chairman of Academic Council regarding.
(a) the allocation of funds for research.
(b) the conditions for accepting grants and
(c) other matters affecting the research programme of the University.
(iii) Extension Education Advisory Committee consisting of the Vice-Chancellor as Chairman, Director of Extension Education as member Secretary and the Deans of the Colleges and the Director of Research, Director of Agriculture, Director of Animal Husbandry & Veterinary, Director of Panchayat and C.D., Director of Public Instruction as other members. The Committee shall advise the Chairman of the Academic Council regarding :
(a) the co-ordination of University Extension Education programme, with the State and National programme,
(b) the allocation of funds for extension education work and
(c) ways and means of increasing the effectiveness of University's extension education programme.
(iv) Such other Committees as may be considered necessary.
Board of Studies5. (1) The Board of Studies shall be constituted in accordance with sub-section (3) of Section 14 of the Act. The Dean will preside. In his absence, the members present shall elect a Chairman from amongst the Heads of Departments. (2) All questions to be considered in a meeting of Board of Studies shall be declared by a majority of votes of the members present. The Chairman of the Board shall be entitled to vote and if the votes be equally divided he shall have a second or casting vote. (3) At the meeting of a Board of Studies two-third members shall from a quorum. 6. The Board of Studies shall exercise all the powers and perform all the duties conferred on it by the Assam Agricultural University Act. It will be the duty of such Board to-
(1) propose to the Academic Council, courses of study for the various programmes of instructions offered in the faculty concerned ;
(2) propose to the Academic Council, the curricula in the Faculty and advise the Council in regard to all questions referred to it regarding the Syllabi for various under-graduate and post-graduate programme and
(3) review from time to time standard of teaching and evaluation of students and guide student's scholastic programmes in the faculty concerned and propose new rules or changes in existing rules to the Academic Council.
Statutes Regarding the Designation, the Manner of Appointments Powers, Functions and
the Duties of the Officers of the University
(b) The post will then be advertised.
(c) There will be a Section Committee for the purpose of recruitment and the Selection Committee shall consist of-
(ii) One Expert member nominated by I.C.A.R.
(iii) One member to be nominated by the Chancellor.
[(d) The applications received in response to advertisement will be scrutinised by a Security Committee to be constituted by the Vice-Chancellor depending upon the nature of the posts and the dates of interviews will be fixed by the Vice-Chancellor in consultation with the expert members. If the Scrutiny Committee feels that the number is not sufficient or the candidates do not possess the suitable qualifications the Committee may recommend the re-advertisement of post.]
(e) After interviewing the candidates the Selection Committee would recommend at least three persons in order of preference to the Board of Management for final approval of the panel of names.
(f) After obtaining the approval of the Board of Management the Vice-Chancellor shall appoint the persons in order of preference.Appointment of the Director of Students' Welfare, the Register, the Comptroller, the Librarian and any other officers of the equivalent rank. 2. The procedure prescribed for the appointment of Deans of Colleges and the Directors of Research, Extension Education, Post-Graduate Studies etc. shall also be followed (except in the case of the comptroller in making these appointments except that the Selection Committee will consist of the following. -
(ii) An expert nominated by the Vice-Chancellor.
(iii) A member nominated by the Board.The Comptroller shall be either from the Finance Department of the State Government or from the A.G's Office and will be appointed on deputation term. [The Registrar shall be a person with considerable administrative experience from the State Government and will be appointed on deputation terms ]
Powers of the Vice-Chancellor3. The Vice-Chancellor shall have Powers. - (a) to sanction recurring and non-recurring expenditure chargeable to contingencies :
(b) to countersign his own T.A. bills subject to the Assam Government T.A. Rules ;
(c) to open and operate necessary accounts on behalf of the University in the bank approved by the Board of Management;
(d) to countersign T.A. bills and sanction absence on duty beyond the jurisdiction of the officers and other employees ;
(e) to make rules for the allotment of residential accommodation to employees of the University and for the maintenance and operation of vehicles owned by the University, etc., and such other rules and standing instructions considered necessary from time to time for the maintenance and running of the campus including instruction of blackout and other security on civil defence measure,
(f) to delegate the powers of signing cheques for drawal of funds from the bank to any officer or employee of the University ;
(g) to accord administrative approval to projects and sanction expenditure for the purpose ;
(h) to delegate to any officer or employee financial and other powers.
Powers, Functions & Duties of the Deans of Colleges4. (1) The Dean of the College shall be directly responsible to the Vice-Chancellor for the administration of the Resident Teaching Programme and for the development, evaluation and improvement of Curriculum and teaching procedures designed to develop in the students, professional competence, character and quality leadership. (2) In the absence of the Dean on earned leave, etc, a Head of the Department nominated by the Vice-Chancellor shall act as Dean. (3) The Dean of a College have the following powers and duties-
(i) He shall be responsible for the organisation and conduct of teaching in the Departments comprising the College and for that purpose shall pass such order as may be necessary in consultation with the Heads of Departments concerned.
(ii) He shall be responsible for the due observance of the statutes and Rules relating to the College.
(iii) He shall preside over the meeting of the Board of Studies of the College.
(iv) He shall formulate and present policies to the Board of Studies of the College for its consideration without prejudice to the right of any member, to present any matter to the respective Board of Studies.
(v) He shall submit reports to the Vice-Chancellor on the work of the College regarding resident instructions.
(vi) He shall exercise broad administrative control over : (i) teaching staff; (ii) teaching funds allotted for the purpose, and (iii) all physical properties, facilities and materials assigned bv the University for the pursuit of the teaching programme. He shall be responsible to the Vice-Chancellor for the use of vehicles of the College.
(vii) He shall serve as the medium of communication for all official business of the College with other authorities of the University, the Students and the public.
(viii) He shall normally represent the College in conference and where necessary he may designate representatives from amongst the staff of the College for specific conference on resident instructions.
(ix) He shall prepare budget of the College.
(x) He shall exercise in consultation with the Heads of Departments, administrative control over the teaching loads of the members of Research/Extension Education on work load, assigned of joint teaching research or teaching extension personnel.
(xi) He shall be responsible to the Vice-Chancellor for maintaining discipline, law and order in the College and for discharge of his duty he may award suitable punishment to students for acts of misdemeanour except that before he expels or rusticates a student he shall get the prior approval of the Vice-Chancellor.
Powers and Duties of Director of Research5. (1) The Director and Associate Director of Research shall co-ordinate all research in the University in co-operation with the Deans while their dealings would be mainly with the staff concerned with research in Departments of Colleges, they shall be directly responsible to the Vice-Chancellor for the initiation, guidance and co-ordination of the research programme of the University and its outlying stations. (2) All research programmes shall be conducted within the appropriate Departments by members of the Staff and Graduate Students of the Departments. (3) The Director of Research or the Associate Director of Research as the case may be shall have the following powers and duties.
(i) He shall be responsible for initiation, organisation and conduct of research programmes of the University and for that purpose, shall pass such orders as may be necessary in consultation with the Heads of the Departments concerned.
(ii) He shall prepare in consultation with the Heads of Departments, the budgetary needs of research of different departments of the University.
(iii) He shall be the Principal Liaison Officer for dealing with aid-granting agencies, such as, I.C.A.R. Commodity Committees or Private Institutions and State Government.
(iv) He shall formulate and present policies to the Research Advisory Committee for its consideration.
(v) He shall cause to be published regularly research bulletins, circulars, articles in scientific journals and popular magazines and press release which summarise practical research findings on important problems.
(vi) In formulating research policies and programmes of the University, he shall work in close consultation with the Deans and the Director of Extension Education.
(vii) He shall assume leadership in development and maintenance of Research productivity of high level by :
(a) promotion of self-improvement on the part of research personnel ;
(b) stimulation of whole some, aggressive spirit de corps and ;
(c) development of an attitude in the minds of the staff as to the worthiness and self-satisfaction (humble pride) of a life vocation service in the field of agricultural research.
(viii) He may represent the University in conferences regarding Research.
(ix) He shall exercise board administrative control over :
(i) research staff
(ii) research funds allotted for this purpose, and
(iii) all physical properties, facilities and materials assigned by the University for the pursuit of the research programme.
Powers and Duties of Director and Associate Director of Extension Education6. (1) The Director and Associate Director of Extension Education shall plan and execute all extension education programmes and activities in Co-operation with Deans and the Director of Research. (2) The Director of Extension Education shall supervise and control the filed activities of the extension subject matter specialists who shall otherwise hold academic rank and be member of the Staff of the departments. (3) The Director Extension Education shall have full access to the Vice-Chancellor and shall be directly responsible to him for affecting close collaboration and co-ordination of the extension education activities of the University with those of the Departments of Agriculture and Community Development and Co-operation, and Animal Husbandry, Education, Soil Conservation, Forest and Fishery and Sericulture etc. of the Government of Assam. (4) The Director of Extension Education shall have the following powers and duties-
(i) He be responsible for initiation, organisation and conduct of extension education programmes of the University and for that purpose shall pass such orders as may be necessary in consultation with Heads of Departments concerned.
(ii) He shall exercise broad administrative control over
(a) Extension Education Staff;
(b) Extension Education funds allotted for this purpose ; and
(c) All physical properties, facilities and materials assigned by the University for the pursuit of Extension Programme.
(iii) He shall assess in consolation with the Heads of Departments, the budgetary need of extension education of different departments of the University.
(iv) He shall be the Principal Liaison Officer for dealing with such agencies as the Departments of Agriculture, Animal Husbandry, Co-operation, Development and Panchayat Education etc, of the Government concerned in the matter of extension education.
(v) He shall formulate and present extension education programme of the extension Advisory Committee for its consideration.
(vi) He shall guide and supervise the working of the Information Section dealing with the publication Audio-visual aids, radio, press and other materials directed to the successful implementation of the extension education programmes.
(vii) In formulating the extension policies and programmes of he University he shall work in close consultation with the Deans of College and Director of Research.
(viii) He shall assume leadership in the development and maintenance of effective and productive extension education programmes-
(a) promotion of self-improvement of the part of extension personnel; and
(b) inculcation in them of a missionary spirit for dedicated service to the farmers.
(ix) He may represent the University in Conference; regarding Extension Education.
Powers and Duties of Director of Student Welfare7. The Director of Student Welfare shall be directly responsible to the Vice-Chancellor and he shall work in close consultation with the Dean and other Officers of the University.
(a) to make arrangements for housing and messing of students ;
(b) to direct a programme of student counselling ;
(c) to arrange for the part time employment of students in accordance with the plan approved by the Vice-Chancellor.
(d) to assist in the placement of graduates of the University ;
(e) to obtain travel facilities for holidays, study tours of students ;
(f) to communicate with the guardian of the students concerning the welfare of the students ;
(g) to exercise general control and supervision over the Physical Education Programme and other co-curricula activities of the students;
(h) to perform such other duties as may be entrusted to him by the Vice-Chancellor from time to time.
Powers and Duties of the Register8. In exercise of his duties under Section 22(1) the Registrar shall. - (a) Issue notices and maintain the minutes of all meetings of the Academic Council and Board of Management and of Committee appointed by them ;
(b) conduct the official correspondences of the Academic Council and the Board.
(c) be responsible for admission of students to the University including the supervision of the entrance examination, if any ;
(d) be responsible for registration of students of the University;
(e) be responsible for maintaining a register of all degrees, diplomas conferred by the University ;
(f) be responsible for maintaining all student's records ;
(g) obtain the grades of the students from the teachers and issue trimestor report and transcripts ;
(h) perform such other duties and functions as are assigned to him by the Vice-Chancellor;
(i) execute all process connected with the election of members of the Board.
Powers & Duties of the Comptroller9. He shall be responsible to the Vice-Chancellor to ensure. - (a) to open and operate necessary accounts on behalf of the University in a bank approved by the Board of Management ;
(b) to sign cheques for payment of pay and allowances of all officers, teachers and other employees of the University ; and other cheques ;
(c) to authorise with the prior approval of Vice-Chancellor the power of singing of cheques to any other officers or employees of the University.
(d) that expenditure, not authorised in the budget is not incurred without appropriate sanction ;
(e) that all moneys belonging to the University are kept in a Bank approved by the Board of Management;
(f) that the budget of the University is prepared and submitted to the Vice-Chancellor and that the financial sanctions are obtained in time ;
(g) that income and fees due to the University are collected and that salaries and other amounts due to the staff and other paid promptly ;
(h) that notices are issued and the minutes of all meetings of the Finance Committee are maintained and to conduct the official correspondence of the Finance Committee ;
(i) that development plans are prepared ;
(j) that dealings with the Governments concerned with the authority responsible for the auditing of the accounts of University, Commodity Committee and other aid-granting agencies regarding financial and account matters are on correct lines.
Powers & Duties of the Director of Physical Plant10. The Director of Physical Plant shall work under the control and suspension of the Vice-Chancellor and in the exercise of his responsibilities, under Section 24 of the Act, shall be responsible for the following. - (a) Maintenance of the University buildings, roads, fencing, playgrounds, parks and lands, other than the land comprising the agricultural farms.
(b) Construction and maintenance of utility services.
(c) Maintenance of the fire protection services.
(d) Maintenance of architectural and constructional services of the University;
(e) All University construction.
(f) Preparation of annual construction and maintenance budget of the University and periodical report showing the progress on works under constructions.
(g) Maintenance of accounts relating to the works in his charge on forms prescribed by the Comptroller;
(h) Maintenance of an upto-date record of all the immovable properties of the University including lands and buildings in co-operation with the Heads of the Departments.
(i) Arrangement for procurement/disposal of immovable property of the University.
Powers and Duties of the Librarian11. The Librarian shall work under the control and supervision of the Vice-Chancellor and in exercise of his responsibilities under Section 25 of the Act, shall be responsible for the maintenance of all libraries of the University and for the organisation of their services. The University Librarian shall have the following powers and duties.
(a) he shall have granted overall supervision of the University Librarians and Library personnel, including all campuses and department librarians or collections;
(b) he shall prepare the Library Budget for the University Libraries ;
(c) at the beginning of each fiscal hear he shall advise each campus Library of the amount of money that will be available for the purchase of Library materials for each of the respective Libraries including the department collections ;
(d) he shall have the responsibility of receiving and assessioning all library materials;
(e) he shall have the responsibility of initiating the purchase requisitions for all library materials ;
(f) he shall have the responsibility of renewing in time subscriptions to journals;
(g) he shall prepare a library newsletter at monthly intervals which will carry a list of all library materials received since at last preceding newsletter and other timely library news of interest to student and staff;
(h) he shall initiate, participate and co-operate in programme designed to stimulate and encourage the use of the library by students and staff;
(i) he shall arrange library hours which will permit maximum library use by both students and faculty ; and
(j) he shall arrange for departments and selected Research Sub-station, small collections of volumes and journals that are almost constantly used by the staff and Post-graduate students as reference.
Powers and Duties of the Director of Post-Graduate Studies12. The Director of Post-graduate studies shall work under the control and supervision of the Vice-Chancellor and shall have the following powers and duties.
(a) He shall be responsible for the organisation and conduct of post-graduate teaching in all constituent colleges of the Assam Agricultural University and for that purpose, shall pass such orders as may be necessary in consultation with the Deans of the Constituent Colleges and Director of Research and Extension Education where such consultation is considered necessary.
(b) He shall in collaboration with the Director be responsible for the co-ordination of research of the Post-Graduate Students and its integration with general research programmes of the University.
(c) He shall preside over the meetings of the Post-graduate committee.
(d) He shall formulate and present policies to the Post-graduate Committee for its consideration without prejudice to the right of any member to present any matter to the post-graduate Committee.
(e) He shall forward the recommendations of the Post-graduate committee to the Vice-Chancellor or the academic Council as the case may be.
(f) He shall maintain record of the Post-graduate students in the Assam Agricultural University and also supervise their progress.
(g) He shall be responsible for the maintenance of proper standards of Post-graduate instructions.
(h) He shall, in consultation with the Heads of Department of exercise control over the teaching load of the members of the Post graduate Faculty.
(i) He shall provide in consultation with the Heads of effective Departments guidance and leadership in the development of periodic evaluation of effective curriculum within each subject matter and integration of said curriculum into appropriate instruction programme designed to prepare students for effective careers in research, teaching and extension.
(j) He shall be a member of the Advisory Committee for Resident Instructions, Research Advisory Committee, Extension Education Advisory Committee and Academic Council.
Classification of Teachers1. The Teacher as defined in Section 2(21) of the Act shall be appointed by the Vice-Chancellor with the approval of the Board in any of the following grade:
(a) Heads of Departments.
(c) Associate Professors
(d) Assistant Professors.
(e) Teaching/Research Assistants.
(f) Any other employee of the University declared as teacher by the Vice-Chancellor on the recommendation of the Academic Council.
(g) Any person conducting research as extension programme may be given the status as a teacher or any of the above grade.2. The senior most Professor or Associate Professor of a Department will be the Head of the Department. 3. A visiting Professor of Research Scientist or Extension Specialist may be employed on a temporary basis by the Board as Professor for a period not longer than one academic year at a salary and under service conditions to be fixed by the Board. 4. The qualifications of teachers, Scientists and Extension Specialists shall be recommended by the Academic Council and approved by the Vice-Chancellor.
Manner of Appointment of Teacher, Research and Extension Education Staff5. (a) The Vice-Chancellor shall advertise the posts with such qualification as have been prescribed by the Academic Council.
(b) After having the post advertised, the applications received will be scrutinised by the selection committee constituted for the purpose and a list of candidates for interviewing would be prepared.
(c) The candidates will be interviewed and the Selection Committee will after interviewing recommend at least two names in order of preference for each post to the Board of Management and the Board of Management will approve one out of these two names. If the Board of management do not approve the names, the post would be advertised again and selection made in the same manner.
[(d) The applications received in response to advertisement will be scrutinised by a Scrutiny Committee to be constituted by the Vice-Chancellor depending upon the nature of the post and the dates of intervals will be fixed by the Vice-Chancellor in consultation with the expert member. If the Scrutiny Committee feels that the number is not sufficient or the candidates do not possess the suitable qualifications the Committee may recommend the re-advertisement of the posts.][6. (i) The Selection committee for the posts of professors and Research and Extension workers of equivalent rank shall be appointed by the Vice-Chancellor and shall comprise of at least 4 of the following members :
(a) The Vice-Chancellor.
(b) One expert member from ICAR.
(c) One expert member from outside the University to be nominated by the Vice-Chancellor.
(d) Deans of the College in case of teachers/Director of Research in case of research personnel/Director of Extension in case of extension personnel.The Vice-Chancellor shall act as the Chairman.
(ii) The Selection Committee for the posts of teachers, research and extension workers other than professors or research and extension workers of equivalent rank shall be appointed by the Vice-Chancellor and shall comprise of the following :
(a) One expert member to be nominated by the ICAR.
(b) On expert member from outside the University to be nominated by the Vice-Chancellor.
(c) The Dean of the concerned faculty.
(d) The Director of Research.
(e) The Director of Extension Education and
(f) The Head of the Department of the concerned disciplines.The Chairman of the Selection Committee shall be nominated by the Vice-Chancellor from amongst the two expert members. At least 4 members must be present in the Selection Committee including at least one expert member.]
Duties and Powers of the Teachers Including Research and Extension Work7. Duties and powers of the teachers including research and extension work shall be as follows-
(a) Conduct teaching and research and extension work of high order in his field of specialisation.
(b) Serve the University in any capacity for which he is qualified and care to assignment made by the appropriate authorities of the University.
Salaries of Teachers8. The scales of the salaries of teacher per month be as follows-
The Head of the Departments9. The Head of the Department/The senior most Professor etc. -
(a) He shall be responsible for the organisation and conduct of the resident teaching, research and extension education of his Department and for that purpose shall pass such orders as may be necessary in consultation with the Deans/Directors.
(b) He shall tender advice to the Deans and Directors on all matters pertaining to his field in respect of teaching, research and extension.
(c) He shall submit to the Deans/Directors concerned the budgetary needs of his Departments.
(d) He shall recommend to the appropriate Dean/Director the work load of each member of the staff with respect to teaching, research and/or extension education.
(e) He shall assume responsibility for all University properties and facilities assigned to his department.
(f) He shall recommend to the Deans and Directors proposals for making improvements in the working of his department.
(g) Attend to other duties as may be required by the Dean concerned.
The Conferment and Withdrawal of Honorary Degrees and Academic DistinctionAs a matter of policy the University shall be conservative in the matter of granting honorary degrees. They shall be awarded only to persons who have distinguished themselves in the fields of Agricultural education or research or extension and have rendered outstanding services to the Indian Agriculture. No honorary degree shall be conferred unless the proposal have received the 4/5th majority vote in both the Council and the Board. Such degrees shall not be conferred unless the candidates are present and receive the same at a public University convocation.
Diplomas, Certificates, Medals Etc.In accordance with regulations promulgated by the Council, the Vice-Chancellor or may award to enrolled students and to other persons who completed non-degree work sponsored by the University appropriate diplomas, certificates, medals etc. as deemed by the Council and Vice-Chancellor to be in the best interest of the University.
Withdrawal of Degrees, Diplomas Etc.The Board may on the recommendation of the Council by the resolution passed with concurrence of not less than ⅔ of the Board members after providing an opportunity for the concerned present to explain his action or to be heard in the person, withdraw degree, diploma, certificate or other academic distinction conferred by the Vice-Chancellor provided that the withdrawal of a honorary degree shall be with the concurrence of the Chancellor.
The Establishment, Amalgamation, Subdivision and Abolition of FacultiesSub-division and abolition of Faculties in the various Colleges of the University be determined by the Academic Council subject to the approval of the Board.
The Establishment of Department of Teaching in the Faculties.1. The University shall have the following Faculties-
(ii) Veterinary Science
(iii) Home Science and such other Faculties as may be prescribed from time to time.2. (i) The Faculty of Agriculture shall comprise the following Departments-
(a) Department of Agricultural Economics & Farm Management.
(b) Department of Agricultural Engineer.
(c) Department of Agronomy.
(d) Department of Extension Education with a wing each in the faculties of Veterinary Science & Home Science.
(e) Department of Entomology.
(f) Department of Food Technology with a wing each in the Faculties of Veterinary Science and Home Science.
(g) Department of Horticulture.
(h) Department of Plant Breeding & Genetics.
(f) Department of Plant Pathology.
(j) Department of Soil Science.
(k) Department of Tea Husbandry & Technology.
(l) Department of Fisheries.
(ii) The Faculty of Veterinary Science shall comprise the following Departments-
(a) Department of Anatomy & Histology.
(b) Department of Animal Breeding & Genetics.
(c) Department of Animal Nutrition.
(d) Department of Animal Physiology.
(e) Department of Animal Production & management with a wing in the Faculty of Agriculture.
(f) Department of Microbiology.
(g) Department of Obstretics & Gynaecology.
(h) Department of Parasitology.
(i) Department of Pharmacology & Thera-Peutics.
(j) Department of Veterinary Medicine, Public Health & Ffygiene.
(k) Department of Veterinary Pathology
(l) Department of Surgery & Radiology
(iii) The Faculty of Home Science shall comprise the following Departments.
(a) Department of Child Development and Family Relations.
(b) Department of Food & Nutrition.
(c) Department of Home Management.
(d) Department of Textile & Clothing.3. There shall be a College of Basic Science & Humanities comprising the following Departments-
(a) Department of Botany & Plant Physiology.
(b) Department of Chemistry & Bio-Chemistry with a wing each in other two Faculties.
(c) Department of Languages and Social Science.
(d) Department of Mathematics & Statistics.
(e) Department of Physics & Meteorology
(f) Department of Zoology4. Other Faculties to be established shall comprise such Departments as may be prescribed by the Academic Council from time to time.
Chapter VIIIThe Salaries, emoluments, allowances and other conditions of service of the officers of the University.
A. SalaryThe Salaries of the Officers will be as follows :
Rs. 1100-50-1300-60-1600. with special pay of Rs. 200 per mensem

B. EmolumentsAn officer may be entitled to special pay or honorarium for additional duties beyond the scope of his normal duties provided the total such emoluments would not exceed Rs. 250 per month in any case.
C. AllowancesThe Officers will be entitled to Dearness and such other allowances as prescribed by the University for its employees from time to time.
D. Other Conditions of ServiceOther conditions of service of the officers will be governed by the relevant portions of conditions as prescribed in these Statutes vide Chapter 9.
Chapter IX1. (a) The following shall be the Additional Officers of the University.
(i) Associate Director of Basic Science and Humanities.
(ii) Such other Officers as may be decided by the Board from time to time. The Director of College of Basic Science and Humanities shall be a whole time officer of the University and shall be appointed by the Vice-Chancellor subject to the approval of the Board. 7. The officers and teachers of the University are entitled to accept remuneration only for the work done in connection with the examination transferred under Section 47 of the Act. 8. The University shall establish one Central Agricultural Research Station at Jorhat and one Central Veterinary and Livestock Research Station at Khanapara and will reorganise the entire, research work after the research stations and sections are transferred to the University by the State Government. Regional Station will be established according to the Agro-climatic region which shall be decided by the Research Advisory Committee. 9. The University shall take up Extension work throughout the State in collaboration with the Department of Agriculture, Veterinary and Animal Husbandry, Education, Community Development, Co-operation, Soil Conservation which shall be decided by the Extension Advisory Committee.
Constitution of the Board of Studies[10.] (a) There shall be the following Board of Studies as required under Section 14(3) of the Act :
(i) The Board of Studies of the Faculty of Agriculture.
(ii) The Board of Studies of the Faculty of Veterinary Science.
(iii) The Board of studies of the Faculty of Home Science.
(iv) Such other Board of Studies as Academic Council may recommend.
(b) The Board of Studies of the various Facilities shall consist of the following :
(i) Dean of the Faculty concerned - Chairman
(ii) All Professors and Heads of Departments of the Faculty concerned - Members.
(iii) All Associate Professors of the Faculty concerned'-Members.
(iv) Two Assistant Professors to be nominated by the Dean of the concerned Faculty by rotation for a period of one year. - Members.
(v) Three Research Workers of the concerned Faculty of the rank of Associate Professors to be nominated by the Director of Research by rotation for a period of one year. - Members.
(vi) One extension Worker from the concerned Faculty of the rank of Associate Professor to be nominated by the Director/Associate Director of Extension by rotation for a period of one year. - Members.
