Rules and Regulations Governing the Use of the University Library

I. Opening and closing of the Library
1. The library will remain open from 9 a.m. to 8 p.m. on all working days. The library will also remain open on Sundays and certain public holidays, as the Chairman may direct, from 11 a.m. to 6 p.m.II. Persons entitled to use the Library
2. The following persons are permitted to make use of the library :(a) The members or the teaching staff.
(b) The students of the University Classes.
(c) Research students working under the recognised supervisors.
(d) The administrative officers of the University.
(e) The staff of the library.
(f) Other persons approved individually by the Librarian.
III. Use of books
3. Every person taking a book out of the library and reader in the library shall be responsible for the book and shall return it undamaged. 4. Any person entitled or permitted to use the library,if guilty of mutilating of or disfiguring or defacing by writing in the margin, underlining sentences, marking passages or in any other way, or of losing a book, periodical, map, or chart or other property belonging to the library, shall be required to replace such books or other property damaged or defaced. If the book is one of a set or series and the volume cannot be obtained singly, the whole set or series and the volume cannot be obtained singly, the wholest or series must be replaced at the reader's cost. Further, he may be fined and deprived of the privileges of the library at the discretion of the Library Committee. 4A. Any person entitled to use the library, if found guilty of mutilating or damaging any book or journal of the library, which is rare or irreplaceable, will be liable to expulsion from the University. 5. A new book shall not normally be taken out of the library during the first month. 6. Every periodical publication shall lie on the rack till the receipts of the next number and shall not be taken out of the library. 7. No tracing or mechanical reproduction of any book, map or manuscript shall be made without the express permission of the Librarian. 8. Books issued to members are non-transferable without prior sanction of the Librarian. 9. Books on loan should be handled with all are to enable their continued use to the maximum extent possible. 10. A book of which there is only one copy in the library will not be issued. If there are more copies than one, a copy of the best edition of the same may be kept in the library for reference. 11. No book shall be issued on loan which, in the opinion of the Librarian, is not in a condition to be safely handled by the borrower.IV. Use of the stack and reading room
12. Readers are required to-(a) leave their belonging such an handbags, umbrella, boxes, files and personal books, etc., with the Attendant on duty at the counter and receive from him a token against the belonging deposited ;
(b) return the token to the Attendant before collecting the belonging while leaving the library;
(c) take out for consultation necessary books from the shelves and thereafter place them on the table and not directly in the shelves ;
(d) not to disturb the order of the books on the shelves ;
(e) note that the Attendant at the counter is authorised to examine any book or other material of the reader at the gate.
V. Conditions of loan
13. No book forming part of the Reading Room Collection, Reference Collection nor any book valuable for its illustration, nor any manuscript or thesis, will be lent out from the library to any reader. 14. Books which are selected by the Librarian as valuable on account of their rarity or as belonging to a series or being out of print, as difficult or impossible to be replaced if lost or as books required for constant reference, shall not be removed from the library. 15. Subject to the exception specified above in Rules, 4, 13 and 14 eligible persons may borrow from the library such books as they may require on the following conditions :(a) Professors, Readers, Lecturers (Part time or Whole time) and Demonstrators will be entitled to take out twenty volumes at a time for a month.
(b) Research students working under recognised supervisors will be entitled to take out not more than four volumes at a time for one month on payment of a fee of Rs. 20.00 as caution deposit.
(c) Administrative officers-up to five volumes at a time for one month.
(d) The staff of the library-one book at a time for fifteen days.
(e) Under special circumstances, the persons enumerated in (a), (b) and (c) may with the sanction of the Librarian, take out more than the prescribed number of volumes. (The term 'Volume' shall include pamphlets, and parts of works separately shown).
(f) No books shall be issued and delivered except to the authorised borrower in person or to some one having written authority from him to receive it on behalf of the authorised borrower.
(g) If a book called for under the previous section be not returned within one week after the receipt of the Librarian's notice, the person who has borrowed the book from the library shall be subject to a fine of one rupee for each volume so retained.
(h) A book returned to the library may again be borrowed by the same person provided no other person has applied to the Librarian for that book. If such application has been made, the book may not be taken out by the original borrower until returned by the second applicant.
(i) No book shall be issued to any one from the library unless a signed receipt from the person concerned is obtained.
17. Persons mentioned in Clause (f) of Rule 2 may receive special permission from the Librarian to borrow books from the library for purposes of literary or scientific research. They shall have to deposit Rs. 20.00 (Rupees twenty) as security and will be allowed one volume at a time. 18. Any person who retains books or journals issued on loan for a period exceeding the prescribed time under the rules and does not pay the fine due from him shall be denied by further privilege to borrow any book or journal. 19. Readers should carefully examine books issued to them before leaving the library counter. They should bring immediately to the notice of the Librarian any damage or mutilation of the books issued, as the borrower to whom a book was last issued is held responsible for any such damage or mutilation and is required to replace it.VI. Issue of books to Post-Graduate Students (the students of the University classes)
20. The students studying in the different departments of the University will be entitled to borrow two books at a time for use at home. They shall, for this purpose, be provided with borrower's cards which will be issued against a deposit of R. 10 (Rupees ten) and on their filling up a prescribed application form for admission (to be had in the office of the Librarian) and on their having the usual tuition fees paid up to date. 21. The borrower's card will be tenable for one academic year only and shall be non-transferable. 22. Books will be issued on production of the borrower's card. 23. A student losing his borrower's card must immediately report to the Librarian stating the circumstances in which it was lost. He may be entitled to a duplicate card on payment of a fee of Rs. 5.00 (Rupees five) and on his undertaking not to use two cards (original if found and duplicate issued). Failing to comply with this rule he shall be debarred from utilising the library. 24. The deposit will be refunded to the borrowers on application in writing to the Librarian subject to the condition that-(a) the borrower no longer wishes to borrow and has returned in good condition the books standing on his name ;
(b) he has paid in full any fines imposed for non-return of book within the stipulated period ; and
(c) he returns the borrower's cards issued to him.
25. Books must be returned within a fortnight of the date of issue. When required for a longer time, they may, on return, be re-issued, if not wanted by another reader. 26. Any student retaining a book beyond the time allowed shall pay a fine of 10 paise per day until the book is returned, and will not be allowed to take out any more books until the firm is paid. 27. At the end of the academic year all books must be returned to the library. Notice for return of books will be issued by the Librarian in proper time. If books are not returned within a week of such notice, a fine of 10 paise per day will be imposed as under Rule 26 above. 28. A student will not be entitled to get his admit card to any University Examination unless he obtains a Clearance Certificate from the Librarian. 29. When the students have any complaint about the library service, they should not enter into an argument with the library staff, but bring it to the notice of the Librarian, in writing. 30. The deputed teachers may also borrow book by deposit of Rs. 10 under the condition applicable to the students of the University Classes.VII. Other Rules
31. (a) A student shall produce his card (identity/borrower/reference) at the ate while entering into the library and write his/her name and the number of the card in Register provided for the purpose.(b) Conversation, making noise and smoking in the Stack, Reading, Reference and Periodical rooms are strictly prohibited.
(c) Silence shall be strictly observed in the library.
(d) The Librarian shall have power to refuse admission to any one infringing the rules any regulations of the library but will report to the Library Committee if this offence is of a serious nature.
(e) No reader shall remove a book from the Stacks to the Alcoves or from Alcoves to the Stacks.
(f) Rare books and valuable manuscripts, thesis and books of art are to be kept in a separate room, admission to which will be on permission by the Librarian.
(g) The users of the library may suggest to the Librarian or the Chairman of the Library Committee any book or journal for being acquired by the library and such suggestions will be considered by the Library Committee.
VIII. Inter-Library Loan Facilities
32. (a) Books and other material not available in the library may be produced on loan from other libraries and institutions for the benefit of the readers in the library. The cost of getting such books on loan on returning shall be defrayed by the reader concerned.(b) In the case of the University teachers the cost shall be borne by the University.
