(a) "Department" means the Educational Department of the State of Meghalaya;
(b) "Director of Public Instruction" means the Director of Public Instruction of the State of Meghalaya ;
(c) "Government" means the Government of the State of Meghalaya ;
(d) "Selection Committee" means a committee constituted by the Department for the purpose of selection of candidates for sanction of book-grant;
(e) "Student" means tribal student of the State of Meghalaya belonging to Khasi Jaintia or Garo Community or any student belonging to such Tribes/Community(ies) which the State Government may decide to include herein from time to time.
3. Purpose. - To give financial assistance to meritorious students of Meghalaya for purchase of books required for their studies in any recognised Secondary Schools in the State. 4. Eligibility. - In Order to be eligible for the grant a candidate should fulfil the following conditions :(a) He/she should be a permanent resident or domiciled in the State of Meghalaya belonging to such Tribes/Community(ies) which the State Government may decide to include herein from time to time having a certificate thereof from the competent authority ;
(b) the courses of study should be a regular course in a recognised institution (Middle or High School) in the State ;
(c) must be regular in studies and attendance ;
(d) was not awarded any scholarship or stipend.
5. Rate of the grant. - (i) The book grant will be admissible at the rate and for different stages as indicated below :(a) for students reading in Classes IV to VI-Rs. 40 maximum.
(b) For students reading in Classes VII to X-Rs. 70 maximum.
(ii) The grant will be sanctioned only once in the academic year.
6. Number of grantees. - (i) The number of grantees will be earmarked as follows :

(ii) in case the quota of a particular District is not fully utilized the balance amount accrued therefrom shall be allotted by the Director of Public Instruction to other District/Districts which require more funds.
7. Selection. - (1) The selection of candidates for the purpose of sanction of book grants shall be done by the Selection Committee to be constituted by the Department consisting of the following members :Chairman : (i) Inspector of Schools concerned.
Member-Secretary : (ii) Assistant Inspector of Schools concerned.
Members : (iii) Deputy Inspector/Inspector of Schools of the District concerned.
(iv) Three persons to be nominated by the Director of Public Instruction.
In respect of the Jaintia Hills District the Assistant Inspector of Schools will function as Chairman and the Deputy Inspector of Schools Member-Secretary. (2) The selection of candidates shall be made on the basis of academic merit of the candidates in accordance with the provisions under Rules 4 and 5. 8. Application. - Applications are to be submitted in the prescribed form as per Annexure I to these Rules to the Inspector of Schools concerned (to the Assistant Inspector of Schools in the case of Jaintia Hills District) through the Headmaster/Headmistress of the School where he/she is pursuing his/her studies within the prescribed date. 9. Authority. - The Director of Public Instruction or any Officer of the Education Department duty authorised by him will sanction the grant on the basis of recommendation of the Selection Committee and subject to the provisions under Rules 4 and 5. 10. Mode of payment. - The grant to the selected candidates will be paid through the Head of the Institution where the candidate is studying. The granting authority may accord the sanction in kind if and when considered necessary. 11. Utilisation of grants. - The grant sanctioned under these Rules should be utilised for the purpose for which it is granted. The Director of Public Instruction or any other Officer of in the Education Department authorised by him should obtain the utilisation certificate with supporting papers and documents with the counter signature of the appropriate authority. 12. Miscellaneous. - (1) If any question arises relating to the interpretation of these Rules, it shall be referred to the Government in the Education Department and the decision thereon by the Department shall be final. (2) These Rules may be modified or amended at any time if and when considered necessary by the Government in the Educational Department.Annexure I
