Award of Fellowship (Scholarship) to Young Artists Rules, 1993

The 23rd December 1993As there is no scope in the State of Orissa for young artists for research in the field of Music/Dance, it has been decided to award fellowship to young artists to work under eminent Gurus of/in reputed recognised institutions in different Gharanas. Governor has been pleased to lay down certain rules and procedure (as appended herewith) to regulate the award of fellowship (Scholarship). The Fellowship will be awarded to young scholars within the age group of 20 to 30 years. These rules shall come into force with immediate effect. Order - Ordered that the Resolution be published in the Orissa Gazette for general information of public and copies of the same forwarded to all Department of Government/ all Heads of Department, Accountant General, Orissa for information. 1. Short title. - These rules may be called Award of Fellowship (Scholarship) to Young Artists Rules, 1993. 2. No. of Fellowship. - Five annually at the rate not exceeding two from each discipline subject to availability of funds. 3. Subject/Field. -
(i) Odissi vocal
(ii) Hindustani Classical Vocal
(iii) Hindustani Classical Instrumental in the areas of Sitar, Violin, Flute and Pakhawaj
(iv) ChhauThe candidate should undergo training under the eminent Gurus or in reputed recognised institutions outside the State except Odissi, Vocal and Chhau. The recommendation from the Guru/recognised institutions is required for consideration of the application for award of scholarship. 4. Duration of Fellowship. - 2 (two) and 4 (four) years. 5. The nature of training will be determined in each case after taking into consideration the previous training and background of the scholars. Normally it will be in the nature of apprenticeship under Guru or in a recognised institution. 6. The scholar will be required to undergo training on full-time basis. 7. Condition and Eligibility. -
(a) Candidates must be the inhabitants of Orissa and annual income of the family must not exceed thirty thousand.
(b) Candidates should have adequate general education (minimum matriculation) to pursue their training.
(c) As the fellowship is meant for the beginners, the candidates must have acquired a degree in the chosen field (Music/ Dance) from a recognised University.
(d) Value of Fellowship - The value of each fellowship per month will be Rs. 1,000 per candidate. Besides, the Scholar will avail T.A. and D.A. as per Government Rules to make to and from journey by train the second class for joining at the place of residence of the Guru or in the institution, once a year.
(e) The Guru under whom the scholar will receive training will be paid Rs. 500 p.m. per candidate as honorarium.
(f) The application will be invited through two leading News dailies and the selection will be made by the Selection Committee constituted for the purpose.
(g) The candidate should apply in the prescribed form to the Secretary, Orissa Sangeet Natak Academy, Bhubaneswar.
(h) The candidate should submit his/her application with the consent letter of Guru/Head of the Institution under whom he/she proposes to work.
(i) The scholar will submit a quarterly report to the Secretary,- Orissa Sangeet Natak Academy, Bhubaneswar through the Guru/Head of the Institution.The scholar will obtain a training completion certificate from the Guru or the Head of the Institution to the effect that he has completed the training satisfactorily and submit the same to the Orissa Sangeet Natak Academy, Bhubaneswar.
(k) For assessment of his proficiency a public performance of the artiste shall be arranged at the completion of one year's training. The standard of excellence and quality shall be subject to adjudication by a panel of experts. The continuance of training for the next year will be subject to the following conditions :
(1) Recommendation of the Guru or the Head of the institution, as the case may be.
(2) Recommendation of the Expert Committee after witnessing the performance.
(l) A certificate of proficiency will be issued to the scholar by the Orissa Sangeet Natak Academy, Bhubaneswar after completion of the training.
(m) Bond - Every selected candidates shall be required to exercise a Bond prescribed by law.

I hereby undertake that if the said fellowship/scholarship is not utilised for the purpose mentioned in the Rules it shall be recovered along with interest @ 15% per annum as a public demand under the provision of the Orissa Public Demands Recovery Act, 1962.
