The Orissa Subordinate Transport Engineering Service Rules, 1981

(a) "Government" means the Government of Orissa;
(b) "Governor" means the Governor of Orissa;
(c) "Member of the Service" means any person appointed to the Orissa Subordinate Transport Engineering Service;
(d) "Service" means the Orissa Subordinate Transport Engineering Service.
4. Strength of the service. - [(1) The service shall be in Class III non-gazetted rank consisting of the posts of Junior Inspector of Motor Vehicles, Driving Training Instructor and such other posts as the Government may, from time to time, specify in that behalf and shall remain under the administrative control of the Transport Commissioner, Orissa.] (2) The strength of the cadre of the service can be changed from time to time by the Government. 5. Appointing authority. - The Transport Commissioner, Orissa will be the appointing authority of the persons to be appointed to the service. 6. Procedure for recruitment. - (1) Recruitment to the service shall be made directly through Selection Board, constituted under Sub-rule (2). (2) There shall be constituted a Selection Board (hereinafter referred to as the Board) for the selection of persons to be appointed to the service consisting of the following :

(a) he must be able to speak, read and write Oriya and have passed a test in Oriya equivalent to the M.E. Standard :
Provided that the candidates who have passed Matriculation or an equivalent examination with Oriya as their academic language and the candidates who have passed Matriculation or equivalent examination with non-language papers through the medium of Oriya, will be exempted from passing the language test;(b) he must (i) not be over twenty-eight years of age on the 1st day of April of the year in which the test for direct recruitment is conducted:
Provided that the upper age-limit shall be relaxed by five years in the case of Scheduled Caste and Scheduled Tribe candidates;(ii) be of good character, and
(iii) be of sound health, good physique and active habits and be free from organic defects and bodily infirmities ;
(c) he must hold a diploma in Automobile Engineering from an institute recognised by the Institution of Engineers (India) with one year experience in an Automobile Workshop of repute.
9. Pay and allowances. - The pay and allowances for the posts in the service shall be such as may be determined by the Government from time to time. 10. Seniority. - The seniority of the persons appointed to the service in a particular year will be determined in accordance with the order in which their names appear in the list approved by Government. 11. Leave, pension, etc. - The rules framed from time to time governing the leave, pension and other conditions of service of other Class III Officers under the Government shall apply to members of this service. 12. Reservation of vacancies for Scheduled Castes and Scheduled Tribes. - Notwithstanding anything contained in these Rules, reservation of vacancies shall be made for being filled up by direct recruitment in favour of the candidates belonging to Scheduled Castes and Scheduled Tribes and the method of filling up reserved vacancies shall be as prescribed in the Orissa Reservation of Vacancies in Posts and Services (for Scheduled Castes and Scheduled Tribes) Act, 1975 and the rules made thereunder.
