The Orissa Subordinate Excise Service (Appointment by Promotion of Inspectors of Excise) Regulations, 1971

(a) "Committee" means the Selection Committee constituted under Regulation 3;
(b) "Rules" means the Orissa Subordinate Excise Service (Method of Recruitment and Conditions of Service of Inspectors of Excise) Rules, 1971;
(c) "Sub-Inspector" means the Sub-Inspector of Excise;
(d) All other words and expressions used but not defined herein shall have the meaning respectively assigned to them in the rules.3. [Selection. - (i) There shall be constituted a Selection Committee for selection of persons for appointment of Inspector of Excise.
(ii) The Selection Committee shall consist of-
(a) the Excise Commissioner;
(b) the Deputy Commissioner of Excise;
(c) the Additional Deputy Commissioner of Excise;
(d) a nominee of the Secretary to Government, Excise and Prohibition Department.]4. Meeting of the Committee. - The Committee shall ordinarily meet before the last day of July of every year to prepare the list of Sub-Inspectors suitable for appointment by promotion as Inspector during that year. 5. Condition of eligibility for appointment by promotion. - No Sub-Inspector shall be eligible for appointment as Inspector unless-
(a) he has completed not less than five years of service as a Sub-Inspector of Excise on the first day of January of the said year; and
(b) he has been confirmed in the post of Sub-Inspector of Excise.6. Preparation of list of candidates for appointment by promotion. - The Secretary to the Committee will prepare a list of ail Sub-inspectors of Excise eligible for promotion to the rank of Inspector of Excise in accordance with the Regulation 5 and put up before the Committee. The name in the list shall be in order of their seniority. 7. Recommendation of the Committee. - (1) The list prepared under Regulation 6 along with service particulars, records and confidential character roil of the Sub-inspectors shall ordinarily be placed before the Committee by the Secretary before the end of July of every year. (2) The Committee shall scrutinise all papers and records specified in Clause (1) of Sub-Inspector of Excise included in the list so as to assist their suitability or otherwise for appointment as Inspectors. After scrutiny the Committee shall prepare a list of Sub-Inspectors of Excise as are held by them to be suitable for appointment as Inspectors after obtaining the approval of Government with modification, if any. (3) The names of persons included in the list prepared by the Committee shall be arranged in the order of their seniority in the cadre of Sub-Inspectors of Excise : Provided that if a junior Sub-Inspector who is of exceptional merit may be assigned a position higher than his seniors; the reasons thereof shall be recorded in the list. 8. Promotion by the Commissioner. - (1) Appointment from the list prepared under Regulation 7 to the posts of Inspectors shall be made by the Commissioner in the order in which their names appear in the list. (2) The list as prepared by the Committee shall form a final list and shall remain in force for one year from the date of recommendation of the Committee : Provided that in the event of a grave lapse in the conductor deterioration in performance of duties on the part of any person included in the list the Commissioner may, if he thinks fit, remove his name from the list.
