Financial Assistance to Authors, for Publication of Manuscripts Rules, 1993

(a) "Author" means a literary person who composes literary works of his own.
(b) "Director" means Director, Culture.
(c) "Committee" means a Committee constituted by Government to select manuscripts under these rules.3. Soon-after the approval of a Budget Estimate of the financial year, the Director shall invite applications in the prescribed form indigent authors seeking financial assistance from Government. He shall specify a date by which the applications should reach him. Applications received beyond the prescribed date shall not be entertained. 4. No author will be eligible for any assistance under these rules, if he has received any assistance from any other Department of Government or Government of India or any other Academies, Trust or Institution for publication of his manuscript. A certificate to this effect shall be furnished by the Author along with his application. 5. To be eligible his financial assistance from the Government an author shall not -
(a) have annual income exceeding Rs. 10,000/- and he shall submit an income certificate from the local Revenue Officer.
(b) have received assistance under this scheme during the preceding 5 years from the year of applications.6. The quantum of assistance shall not exceed Rs. 5000/- irrespective of the estimate submitted by the author. 7. In the event of acceptance of the recommendation of the Committee to sanction assistance in favour of an author, 75% of the amount will be initially sanctioned by Government. The author shall submit an agreement to the Director, Culture after which only the amount will be released in his favour. The balance 25% will be paid to the author after he submits 10 copies of the published book in accordance with the agreement. Constitution of Committee :- 8. A Committee shall be constituted by Government under the Chairmanship of he Director, Culture for recommending manuscripts for financial assistance to Government. The Joint Director, Culture will act as the Convener of the Committee. The Committee will consist of nine members including the Chairman and the Convener and other members will be nominated by Government for a period of two years. 9. The Committee will meet at least once in a year at such places and at such time to be decided by the Director, Culture. The Committee shall select manuscripts of scholarly character which would enrich our body of knowledge or throw light on the different facets of our society and culture. While selecting endeavour shall be made to promote publications of such manuscripts for which no publisher would come forward. 10. On the cover page of the selected manuscript, at least one member of the Sub-Committee shall record that he has reviewed the manuscript which is worthy of publication as per the provisions contained in Rule-9. 11. The author shall publish the book within six months from the date of receipt of the assistance and submit ten copies thereof to the Director, Culture for release of 25% of the total financial assistance. In case the author fails to publish the manuscript within the stipulated period and misutilises the amount the Director, Culture will initiate legal proceeding against him for realisation of the amount as an arrear of land revenue. 12. Government reserve the right to alter the quantum of assistance as well as select manuscripts other than these recommended by the Committee in relaxation of these rules in deserving cases.
