The Orissa Forest Service, Class II (Appointment by Promotion) Regulations, 1985

"Rules" means the Orissa Forest Service, Class II (Recruitment and Conditions of Service) Rules, 1984.(2) All other words and expressions used but not defined in these regulations shall have the same meaning respectively assigned to them in the rules. 3. Functions of the Departmental Committee. - (1) On the decision of the Government to recruit by promotion, the Departmental Committee constituted under Rule 13 of the rules shall meet at such intervals to consider the cases of eligible Forest Rangers. The number of Forest Rangers to be included in the list shall not be more than twice the number of vacancies likely to be filled up on that occasion. For this purpose records of all the eligible Forest Rangers and other particulars and information as are required should be furnished by the Forest Department. (2) The Departmental Committee shall, for inclusion in the list, consider the cases of the Forest Rangers in order of seniority, up to a number not more than thrice the number of vacancies anticipated to be filled up as referred to in Clause (1). (3) The selection for inclusion in the list shall be based on merit and suitability with due regard to the seniority. (4) The names of the Forest Rangers included in the list shall be arranged in the order of their seniority in that rank : Provided that any junior officer who, in the opinion of the Departmental Committee, is of exceptional merit and suitability may be assigned a place in the higher than that of the officers senior to him. 4. Calling for particulars/records. - (1) The Chief Conservator shall furnish an authenticated seniority list containing full particulars of all Forest Rangers eligible for consideration along with their up-to-date and complete confidential character rolls to the Government in the Forest Department for being placed before the Departmental Committee. (2) The Departmental Committee shall thereupon scrutinise the records relating to the Forest Rangers placed before them and prepare a list of Forest Rangers who, in their opinion are suitable for recruitment to the service by promotion during the year. 5. Consultation with the Commission. - The list prepared by the Departmental Committee under Clause (2) of Regulation 4 shall be forwarded to the Commission by Government for concurrence together with the following documents, namely :
(i) The records of all Forest Rangers included in the list and;
(ii) The records of all Forest Rangers who are to be superseded by the recommendations made in the list along with the reasons as recorded by the Departmental Committee for such supersession.6. Recommendation of the Commission. - (1) The Commission shall consider the list prepared by Departmental Committee along with other documents received from the Government and unless it considers any change necessary, approve the list and forward the same with its recommendations to Government for appropriate action. (2) The Commission shall follow the principles set out in Clause (3) of Regulation 3 in making their recommendations : Provided that if the Commission recommends supersession of any senior officer by any of his juniors it shall assign specific reasons for the same. 7. Filling up vacancies. - Appointment to the service by promotion shall be made in the Select List prepared under Rule 15 of the rules.
