"87-A. Delegation of powers. - The State Government may, by order, delegate all or any of the powers conferred on them under this Act to the Inspector-General of Registration, who shall exercise the same subject to such restrictions and conditions as the State Government may impose and they may in like manner withdraw any power so delegated".3. Validation of actions. - Notwithstanding anything contained in the principal Act-
(a) the districts and sub-districts formed
(b) the limits of such districts and sub-districts altered;
(c) all appointments including postings and transfers of Registrars and Sub-Registrars made; and
(d) offices of Registrars, Sub-Registrars and Joint Sub-Registrars established,by the Inspector-General of Registration by orders made from time to time in that behalf prior to the commencement of this Act shall be deemed to have been validly formed, altered, made and established and shall have effect as fully and effectively as if the Inspector-General of Registration had at all material dates been vested with the powers to make such orders under the principal Act.
