The Punjab Bricks (Price and Distribution Control) Order, 1976

(b) 'District Magistrate' means the District Magistrate of the District and includes the District Food and Supplies Controller, Joint Director Food and Supplies, Deputy Director Food and Supplies, Assistant Director Food and Supplies and the Additional District Food and Supplies Controller, or any other officer appointed by the State Government to perform all or any of the functions of the District Magistrate under this Order;
(c) 'Inspector' means the Inspector, Food and Supplies and includes the District Food Supplies Officer, Assistant Food and Supplies Officer and any other officer appointed by the State Government, to act as such for all or any of the purposes of this Order]
(d) "Manufacturer" means a person engaged in the production or manufacture of bricks in a kiln;
[(dd) Non-sponsored coal means coal other than sponsored coal.]
(e) "Schedule" means the Schedule appended to this Order;
(f) "State Government" means the Government of the State of Punjab in the Food and Supplies Department.
3. Manufacture of bricks. - No manufacturer shall manufacture bricks or tiles other than those of the sizes and specifications given in the Schedule. 4. Sale of bricks. - No manufacturer or dealer shall -(i) refuse to sell to any person bricks or tiles available with him for sale; or
(ii) sell or offer for sale bricks or tiles without-
(a) stacking them separately class-wise in a countable form in the premises of his business; and
(b) fixing the placards on each stack indicating class and price of bricks; or
(iv) sell or agree to sell or offer for sale bricks or tiles to any person at prices higher than those given below :-

(i) enter and inspect any premises on which he has reason to believe that bricks or tiles have been or are being or are likely to be manufactured, kept, stored, distributed, sold or disposed of or to and from which bricks or tiles have been or are being or likely to be removed or transported;
(ii) stop and inspect any vehicle or animal on which bricks or tiles are being carried for sale, supply, storage or any other purpose;
(iii) seize bricks or titles found in possession of any person on any premises or any vehicle or on any animal in in respect of which he has reason to believe that contravention of this Order has been or is being or is about or likely to be committed; and
(iv) seize any record pertaining to bricks or tiles in respect of which he has reason to believe that contravention of this Order has been or is being or is about or likely to be committed.
(2) Every person (including his agent and servant) incharge of the vehicle or animal or premises which is searched or is sought to be searched under the provisions of sub-clause (1) shall allow the authority making the demand an access to such vehicle, animal or premises and shall also answer truthfully and to the best of his knowledge or belief all questions put to him. (3) The provisions of section 100 of the Code of Criminal Procedure 1973 (Act 2 of 1974) relating to search and seizure shall, so far as may be, apply to searches and seizures under this clause. 7. Cancellation of licence or forfeiture of security. - If a manufacturer or dealer contravenes any of the provisions of this Order, the District Magistrate may, without prejudice to any other action that may be taken by an order in writing cancel or suspend his licence issued under the Punjab Control of Bricks Supplies Order, 1972, or forfeit wholly or partly his security deposit made under that Order. 8. Power to exempt. - The State Government may exempt any person or class of persons from the operation of all or any of the provisions of this Order. 9. Repeal - The Punjab Government Notification. No. G.S.R. 84/P.A.I/49/S.3/74, dated the 24th July, 1974, No. G.S.R. 120/P.A.I./49/S.3.74, dated the 22nd October, 1974 and No. G.S.R. 128/P.A.I./49/S.3./74, dated 5th November, 1974 are hereby repealed.

They shall be made from good earth, free from saline deposits and shall be sand moulded. They shall be thoroughly burnt without being vitrified, of good colour, shall be regular and uniform in shape and size with sharp square edges and parallel faces. They shall be homogenous in texture and omit a clear ringing sound when struck. |
Tiles |
(a) Large size - |
They shall be free from flaws, cracks, slips, stone-nodules of lime or kankar and other demishes. A first class brick shall not absorb more than 1/6th of its weight of water after being soaked for one hour and shall show no sign of efflorescence, on drying. |
Second Class Bricks |

They shall be as well burnt as first class or slightly over-burnt but not virtified in any part and shall give a clear ringing sound when struck. In this class of bricks slight irregularities in size, shape or colour shall be accepted but not such as to give irregular or uneven courses when used. They shall have slight slips, or flaw but shall be free from lime or kankar nodules. They shall not absorb more than 1/4th of their weight of water after one hour's immersion and shall show no sign of efflorescence on drying. |
Third Class Bricks |

These bricks shall not be so fully burnt as first or second class, but shall be burnt to a reddish yellow colour throughout. Any defect in uniformity or shape shall not be such as to cause difficulty in obtaining uniform courses with their use. |
