(1) Rules for the grant of subsidy for reclamation of land and maintenance grant.
(2) Rules for the grant of subsidy for purchase of:-
(c) Agricultural implementsto the members of the Backward classes. 1. Definitions. - (a) "Government" shall mean the Government of Rajasthan. (b) "Form" shall mean the form appended to these rules. (c) "Backward Class" shall mean a tribe, caste or community classified and declared by the Government as entitled to this concession. (d) "Department" shall mean the Director of Social Welfare Department, Rajasthan. (e) "Director" shall mean the Director of Social Welfare Department, Rajasthan. (f) "Social Welfare Officer" shall mean Social Welfare Officer of the Social Welfare Department, Rajasthan. (g) "Sub-Divisional Officer" shall mean Sub-Divisional Officer (Revenue) authorised by the Director in this behalf. (h) "Assistant Social Welfare Officer" and "Chief Inspector" shall mean Assistant Social Welfare Officer and Chief Inspector of the Social Welfare Department, Rajasthan, respectively. (i) "Inspector" shall mean the Inspector of Social Welfare Department, Rajasthan. (j) "Welfare Worker" shall mean Welfare Worker of the Social Welfare Department. Rajasthan.
"Family" means wife or husband, sons & daughters, aged parents, unmarried sisters and brothers.
If residing with wholly dependent upon the person.
Note. -The recommendation will be made by the Tehsildar or Assistant Social Welfare Officer or the Chief Inspector concerned, keeping in view the need and means of the applicant and quality an0 physical characteristics of the land. He will also suggest the amount of the subsidy to be given to the applicant. The forwarding note of the Tehsildar should specifically mention whether he has made the local inspection or not.3. (a) On receipt of the application duly recommended by the Tehsildar or the Assistant Social Welfare Officer or the Chief Inspector, the Social Welfare Officer will be competent to sanction the reclamation grant @ Rs. 5/- per bigha to an extent of Rs. 100/- to one family subject to the following condition. The grant will be paid in two equal instalments: the first half at the beginning of the reclamation work, and the other half when half the reclamation work has been done and a certificate to that effect has been received from the Patwari or the Welfare Worker concerned. The certificate should bear the counter signature of the Sarpanch of the Panchayat, having jurisdiction in the Area where the land is situated.
Note. - Usually the work will be got done through the Tehsildar who will forward the application to the S.D.O. concerned. But, where there is concentration of work it will be got done through the officials of the Department. But only one agency will function in one area.
(b) Specific allotment will be made by the Director, Social Welfare Department, Rajasthan to the sanctioning authorities who will sanction the subsidies.
(c) The sanctioning authorities will maintain record of such grants sanctioned by them and forward a copy thereof to the Director. In this connection, the Director will issue necessary instructions for the proper maintenance of record and other registers.
(d) The sanctioning authorities will also send to the Director a monthly statement of the progress of the reclamation work stating the area of the land reclaimed and the degree of improvement effected.
(e) The Social W. O. will communicate the sanction to the Tehsildar concerned for arranging disbursement of the amount. After disbursement the Tehsildar may forward the acquittance and other papers to the Social W.O. concerned for record. The register of sanctions will be maintained in the office of the Social W.O. tehsilwise. The cash and transactions will find place in cash book of the Tehsil and it will not be necessary to maintain any separate register in the Tehsil office for recording these payments.4. The work will be started within three months of the payment of the first instalment and completed within a period not exceeding three months of the payment of the second instalment failing which, the entire amount paid to the grantee shall be recovered along with interest @ 6 per cent per annum by the Tehsildar- concerned, under the Public Demands Recovery Act. 5. A maintenance grant @ Rs. 5/- (five) per unit per month upto an extent of Rs. 30/- per month per family may be sanctioned by the Social Welfare Officer, if the applicant has reclaimed the land and produces a certificate to this effect, from the Tehsildar or the Assistant Social Welfare Officer or the Chief Inspector. Persons below 12 years of age will be treated as half unit for purpose of this grant. This grant will be payable for 3 months starting from the date of the completion of the reclamation work. 6. Any person who is sanctioned subsidy under these Rules shall execute a bond in the prescribed form (Attached) stating that in case he fails to complete the work within the given time he shall be liable to refund the entire amount of subsidy alongwith interest @ 6% per annum from the date of payment. The bond will be taken by the Tehsildar or the Assistant Social Welfare Officer or the Chief Inspector as the case may be, alongwith two sureties solvent to the extent of Rs. 100/- at the time of first instalment of the reclamation grant. The surities also shall execute Bonds in the prescribed form (Attached). 7. Subsidy under these rules will be given only to these applicants who have had no land to cultivate and have been given new land for purposes of cultivation. In special cases, the Director may sanction subsidy according to the scale fixed under these rules even though land was allotted to them some years back but was never cultivated either because the applicant had no bullocks or their financial condition was not such as to enable them to purchase bullocks, seeds or agricultural implements or due to some other reasons beyond the control of the applicant. 8. Subsidy under these Rules will be given only once. 9. The amount of subsidy or a portion of the grant which is not ultimately required will be surrendered.

7. Amount of aid required.I declare that the above particulars are true to the best of my belief and knowledge and I agree to abide by rules for sanctioning aid for reclamation of land. No aid from the Government in respect of the reclamation of the above land, has been received by me or any member of my family previously. Taccavi worth Rs. ...................................................was taken by me. No Taccavi loan I further, bind myself to utilise the amount for reclaiming the above land. In case of failure to comply with all or any of the rules, the Director shall have full right to recover from me the amount of subsidy, as arrears of land revenue @ 6% interest per annum.
