Statement of Objects and Reasons. - "It is an important object to ascertain the ratio of births and of deaths as well in rural districts, where the population ts comparatively sparse as In crowded towns: but In the town of Calcutta alone the law provides for compulsory registration. At the same time it is expedient that such statistics should be collected without an elaborate and therefore expensive machinery, dnd that the registration should be effected with as little inconvenience to the public as Is compatible with accuracy. The object of the Bill is to empower the Government to select areas in which registration may be enforced and to provide an easy method for the communication of the requisite particulars to the Registrars." |
